Achievement Awards 2025
AGC of California awarded five coveted Achievement Awards during the 2025 Installation and Awards Gala, presented by Procore. Te Achievement Awards honor individuals for their out- standing contributions to the construction industry, including to construction education efforts (Construction Education Friend Award) and to safety and health in the industry (Safety Profes- sional of the Year Award).

Mario Noriega accepted the Harry Eckstein Safety Professional of The Year Award from Georgia Bergers, HammerTech.
Anne Mayer accepted the S.I.R. Achievement Award from Clinton Myers, Myers and Sons Construction.
HARRY ECKSTEIN SAFETY PROFESSIONAL OF THE YEAR AWARD Mario Noriega, Safety Manager, ISEC Inc. Mario Noriega joined ISEC in 2011 as a journeyman carpenter and quickly rose to safety manager over all of California, cover- ing regions from San Diego to San Francisco. Responsible for nearly a million work hours each year, he helped achieve an industry-leading Experience Modification Rate (EMR) of 0.41 and a Total Recordable Incident Rate (TRIR) of 0.69 through his unwavering commitment to safety. Noriega’s dedication goes above and beyond; he is known for actions such as visiting crews at Los Angeles International Airport over the 4th of July to show his support. His influence led to 59 field supervisors attaining the Safety Trained Supervisor Construction (STSC) certification, and strengthening ISEC’s safety culture companywide. He also spearheaded initiatives such as Hex Chromium compliance on high-profile projects, ensuring everyone’s health and safety. Beyond technical expertise, Noriega has been instrumental
in promoting mental health in ISEC’s workforce, creating re- sources to support employees’ well-being. His approach shows that safety at ISEC is not just about compliance but caring for people. Respected by field leaders, he is valued for his men- torship, strong relationships, and support in work planning. Noriega embodies ISEC’s values, making a profound impact on the team’s safety and culture.
S.I.R. (SKILL, INTEGRITY, RESPONSIBILITY) AWARD Anne Mayer, Executive Director (Retired), Riverside County Transportation Commission Anne Mayer served as the executive director of the Riverside County Transportation Commission (RCTC) and the Western Riverside County Regional Conservation Authority until retiring on May 1, 2024. Under her leadership, RCTC delivered on promises made to the voters of the Measure A half-cent sales tax measure, which funds transportation improvements and habitat conservation. Mayer ensured that transportation projects and programs sup- ported multimodal transportation solutions – highways, roads, rails, and trails – to safely connect communities, offer choices, and reduce traffic congestion. Mayer spearheaded financing and design-build initiatives for the 15/91 Express Lanes Connector. She also oversaw the RCA’s Multiple Species Habitat Conservation Plan, the largest plan of its kind in the United States, with a goal of conserving 500,000 acres for 146 plant and animal species. She was past board member and chair of Mobility 21 and the Self-Help Counties Coalition. Before joining RCTC in 2005, Mayer was the Caltrans District
8 director. She is a graduate of Michigan State University and is a registered civil engineer with more than 40 years of service in the transportation profession.
