ASSOCIATE ACHIEVEMENT AWARD Elizabeth Torrez, Regional Director, Tenna Elizabeth Torrez is Tenna’s regional director for California, Hawaii, Alaska, and Oregon. She has spent more than 19 years working in the construction industry in several roles, with the first half of her career spent in heavy civil construction in roles including project manager, safety manager, equipment manager, operations manager, and chief operating officer. Te latter half of her career has been spent in the construction associate world. Torrez spent four years working for United Rentals Trench


Safety, where she worked with some of the largest contractors in Southern California, assisting with engineered shoring solutions, confined space equipment, safety equipment and more for projects including Sofi Stadium, the Consolidated Rent-A-Car facility at Los Angeles International Airport, and Disneyland. For the last four years, she has been at Tenna, holding roles of account executive, territory manager, and now regional director. In her current role, Torrez is charged with growing sales on


the West Coast while also partnering with existing customers and associations to help build Tenna’s brand. She is now in her fourth year on the AGC Los Angeles District board and, in 2022, was elected the associate chair for the state board, currently serving in her second term. She is also a member of Te Beavers and part of the Women in Heavy Civil Commit- tee and a member of United Contractors (UCON) serving on the Associates Committee. She holds a bachelor’s degree in communication from California State University San Marcos.

CONTRACTOR ACHIEVEMENT AWARD Bill Dutra, Executive Chairman, Te Dutra Group Bill Dutra, executive chairman of Te Dutra Group, represents the fourth generation of his family in the dredging industry. His career began in 1961 as a deckhand, eventually rising to dredge captain. In 1972, he founded Dutra Construction Company, laying the foundation for Te Dutra Group. Dutra’s early projects focused on land reclamation in Cal-


ifornia’s Central Valley, notably succeeding in a demanding levee repair in the Sacramento Delta in 1972, completing the task in just 110 days instead of the estimated 18 months. Te company’s strategic acquisition of the San Rafael Rock Quarry in 1986, coupled with enhanced dredging capabilities through the purchase of Smith Rice Company, positioned Dutra for significant growth. Notable achievements include the rapid repair of the San


Francisco-Oakland Bay Bridge following the 1989 Loma Prieta Earthquake and the critical dredging work for Boston’s “Big Dig” project in 1991. In 2012, Dutra played a pivotal role in acquiring the hopper dredge Stuyvesant, facilitating major projects across the United States. As executive chairman, Bill Dutra emphasizes mentoring,


having guided many, including Harry Stewart, who succeeded him as CEO. His leadership and vision continue to influence Te Dutra Group’s success and legacy in the dredging industry.
