Pat Kelly Granite Construction Company Treasurer


Pat Kelly is the California Group Strategy Man- ager for Granite Construction Company. He has held numerous operations roles


at Granite during his more than 39 years with Company. Kelly’s current role includes managing the strategic planning process for Granite’s Cali- fornia operations as well as Granite’s Illinois Region and Tunnel Division. Kelly has held several leadership roles within AGC of California and previous- ly served as chair and vice chair of the Inland Empire District, chair and vice chair of the Highway & Transportation Division, and chair of the Constructor Awards Committee.


Jim Blois


Blois Construction Inc. VP, Utility & Infrastructure Division Jim Blois is chief executive officer and owner of Blois Construction Inc., which has been in operation for over 50 years. He has worked in a


wide array of positions at the compa- ny before assuming leadership of the business in 2003. Blois has been active in AGC of California over the years and served on the board of directors for the Tri-Counties District. He was the recip- ient of AGC of California’s prestigious Contractor Achievement Award in 2018.


Matt Seals Seals Construction Inc. VP, Building Division


Matt Seals is president of Visalia-based Seals Construction, where he manages multimillion dollar projects. Seals is actively involved in


the community and serves on the Visalia Chamber of Commerce, Visalia Unified School District (VSUD), Catholic Profes- sionals Business Club, Visalia Economic Development Corporation (VEDC), and Visalia Unified Linked Learning Adviso- ry Board. He currently chairs the board of directors for the VEDC. Seals’ lengthy commitment to AGC of California includes past chairmanships of the San Joaquin District Board, the Emerging Leaders and the Construction Education Foundation (CEF) Board.


Greg Timmerman ISEC Inc. VP, Specialty Contractors Greg Timmerman is president and chief executive officer of ISEC Inc., where he has worked for over 32 years in all segments of its


commercial construction business. In his role, he is instrumental in driving growth and upholding ISEC’s mission “We Build for Life’s Most Important Events™.” Within AGC of California, Timmerman represents specialty contractors as a member of the State Board and Executive Committee.


Ural Yal


Flatiron Construction VP, Highway & Transportation Division Ural Yal brings decades of heavy civil infrastructure experience to AGC of California. Since 2019, he has served as vice president and dis-


trict manager of Flatiron Construction’s Southwest Division, where he oversees projects in Los Angeles and sur- rounding counties. Key projects in his portfolio include the Automated People Mover at LAX, the largest construction contract in the history of the City of Los Angeles, and improvement projects on State Route 710, Interstate 5, Highway 1, State Route 210, and the new Redlands Passenger Rail Project. Yal has been a board member of the Los Angeles District and vice chair of the Highway & Transportation Division since 2021.


Mike Blach


Blach Construction Company Immediate Past President Mike Blach has led Blach Construc- tion Company for three decades, serving as pres- ident until 2017 when he assumed the role as chair-


man of the board. His long and active leadership in AGC of California spans over 30 years and has included leader- ship roles on the Santa Clara District Board, the State Board and the Building Division. He served as treasurer in 2017, as vice president in 2018 and senior vice president in 2019 before being elected president in 2020 and 2021.
