A Year of Accomplishments in Labor Relations

Labor relations is one of the key services provided by AGC, and the Industrial Relations (IR) Departments in Northern and Southern California are responsible for delivering this service to the union contractors. Te following brief review of

2015 achievements in negotiations, grievance advocacy, and labor publica- tions exemplifies this commitment to providing excellent labor relations service.
Negotiations & Contract Administration
In Southern California, the IR
Department successfully negotiated three new Master Labor Agreements with the Southern California Laborers. Te new 2015-2018 Laborers Master Construction, Master Parking & Highway Improvement, and Master Tunnel Agreements provide the
he Associated General Contractors of California’s (AGC) Mission Statement references that
industry with stability and a compre- hensive template with keeping out Master Labor Agreements relevant. On behalf of the industry, the new terms and conditions of these agreements, including the new rate and future increases, have been published with the Department of Industrial Relations (DIR) for their respective prevailing wage determinations. In Northern California, the
IR Department negotiated a new Laborers Fence Erectors Master Labor Agreement and published the new extension Master Labor Agreements with the Carpenters, Laborers, and Pile Drivers. Tese extended 2014-2019 Agreements negotiated in 2014 and the new 2014-2019 Laborers Fence Erectors Agreement have also helped to minimize uncertainty for the industry.
Grievance Advocacy Te IR Departments were
responsible for the administration, management, and advocacy of approxi- mately 40 grievances in 2015. Te majority of these grievances were withdrawn or settled before reaching a Board of Adjustment (i.e. grievance hearing). Te objective with each
grievance is to assist and advise members and to ensure the integrity of the labor agreement. While grievances related to craft
jurisdictional disputes declined in 2015, it is still advised that members continue to ensure that they have proper documentation with their subcon- tractors (i.e. executed subcontracts) and continue to ensure that work assign- ments are in compliance with the intent of the labor agreement(s).
Labor Publications (NLRs/SLRs) More than 60 Labor Relations
Bulletins were published and distributed between the IR Departments. Tese informational and advisory bulletins were related to the industry and the Master Labor Agreement such as inclement weather, union wage and fringe benefit increases, and holidays. Tese are just a few of the 2015
accomplishments, and 2016 will be an extremely busy and important year for the industry. In the North, the department will negotiate new Master Labor Agreements with the Cement Masons, Operating Engineers Local 3, and the Teamsters. In the South, the department will negotiate new Master Labor Agreements with the Carpenters, Operating Engineers Local 12, and the Teamsters. For more information about AGC

The AGC of California Union Contractors Council met during AGC’s Annual meetings and conference in October where they discussed a number of key labor-related issues.
