Meeting the Challenge of the Difficult Job – Projects $10 Million or Below

Constructor Winner: Syblon Reid for

“Kaweah Powerhouse No. 1 Flowline Rehabilitation Project” – Tree Rivers

Syblon Reid is known for providing

solutions to difficult projects. One of those included the successful completion of the Kaweah Powerhouse No. 1 Flowline Rehabilitation Project in Tree Rivers. Built for Southern California

Edison, the project spanned approxi- mately seven miles and included demolition and replacement of 3,315 linear feet of wooden substructure flume sections along the mountainside above Kaweah Powerhouse No. 1. Construction was limited to a

defined shut-down period from August through December. Overcoming multiple project challenges required a high level of creativity, planning and collaboration among the client, project engineers, Syblon Reid and the vendors and subcontractors. One of the single biggest challenges

was site access. Construction areas were located in steep and rugged

mountainous terrain. Limited access areas were spaced up to a mile apart and required crews to hike in on foot. Tere was zero vehicle access to the work sites, so all tools, materials and equipment – including concrete – had to be flown in by helicopter. Safety was the overriding concern

on this extremely high hazard and challenging project. To provide temporary work stations, Syblon Reid built decks equipped with various essentials every 500 feet along the hillside. Te decks allowed space for small amounts of fabrication operations to take place. Due to the nature of the work site,

employees were required to be trained and experienced in rope- supported high-scale work and rescue operations. Detailed fall protection plans were developed, executed and continually reinforced. Despite myriad other

challenges, Syblon Reid ultimately completed the project safely, one week early and within budget. Also selected as finalist in this

category was: Swinerton Builders for “Valley View Casino & Hotel Extreme 11 Day Makeover” – Valley Center.
