on Cal/OSHA implementation of a few of the key laws and regulatory measures impacting contractors, including those related to multiem- ployer worksite issues, heat illness regulations, Cal/OSHA citations and more. He highlighted the vital importance of the AGC Safety and Health Council and AGC members’ involvement in helping deliver vital industry input on the impacts of new regulations, enforcement actions and legislation with Cal/OSHA, the Department of Industrial Relations and other government agencies and elected officials. Additional speakers and/or
awards presenters included AGC of California President Jon Ball, Hensel Phelps; 2015 Chair of the Safety & Health Council Clark Peterson, Skanska USA Civil West; and Co-Vice Chairs, Monte Bridgewater, Hensel Phelps, who served as master of ceremonies, and Jennifer Garcia, Reyes Construction, Inc.

Joe Ontiveros – Safety Professional of Year Joe Ontiveros, Senior Safety Manager of Shimmick
Construction Company, Inc., Oakland, is the AGC/Harry Eckstein Safety Professional of the Year. Named in honor of Guy F. Atkinson Company’s former
safety director, Harry Eckstein, the prestigious award reflects the safety knowledge and experience, the quality and effectiveness of the award winner’s company safety program, as well as the leadership quality and performance displayed by the individual. Ontiveros has more than 30 years of experience in the
construction industry, the past 15 of which have been as project safety manager on large infrastructure projects. Currently he is overseeing safety on the $650 million Gerald Desmond Bridge Retrofit Project in Long Beach. He joined SCCI in 2008 and cut the incident rate in
half on his first project during his first year. Since then, Ontiveros has had a major impact on the company’s safety program. According to SCCI President and CEO Paul Cocotis, “We have seen a substantial drop in our incident and XMOD rates since Joe joined the SCCI Safety Management team, even while the size, complexity and amount of our projects have increased significantly.” Ontiveros supports active training for subcontractors and their employees if needed, and

he has continued a program for regular staff training throughout the year that ensures that project staff, supervisors and craft have specific certifications such as OSHA 10 & 30 hour and 40 Hour HAZWOPER. His focus is on coaching others how to effectively implement safety programs rather than doing everything for them, and he actively works to build relationships in the field that help foster and support a strong safety culture.
