Meeting the Challenge of the Difficult Job – Heavy Engineering
Constructor Winner: Flatiron West,
Inc. for “SF – Oakland Bay Bridge – Oakland Touchdown 2” – Oakland Flatiron West, Inc. was awarded
a technically-difficult and extremely time sensitive contract that would complete the landmark new San Francisco-Oakland Bay Bridge structure. Te Oakland Touchdown 2 (OTD 2) project involved constructing the final 600-foot bridge section, the Bay Bridge bike path and trail, and realigning the entire Oakland shore approach on I-80 to switch traffic onto the new Bay Bridge. From early on, Flatiron and the
owner developed a strong working relationship, recognizing that fostering an atmosphere of collaboration, cooperation, and partnering would be essential to meet the all-important schedule goals. Tough the bridge design was
technically complex, it quickly became clear that a major challenge arose from the project’s site access. Te jobsite was located on a narrow peninsula, and the new alignment was to be built within a few feet of the live highway.

Additionally, the project offered the only clear access point for several other contractors working concurrently on other portions of the bridge. Flatiron scheduled and constructed each aspect of the job to provide access by redesigning the falsework, installing a trestle, realigning roads around excava- tions, and more. Having successfully completed
the mainline portion of work prior to the Labor Day 2013 traffic switch, the roadway realignment had to be performed during a four-day road closure over the 2013 Labor Day weekend. After months of preparation and collaboration, Flatiron crews worked nonstop over the Labor Day weekend allowing them to substan- tially finish the traffic switch 12 hours
early with no major issues. Based on Flatiron’s ability and
proven performance, Caltrans issued a number of large change orders that increased Flatiron’s contract from $30 million to $70 million, which helped Caltrans finish the overall project on time. Even with the added work, Flatiron’s project stayed on schedule and the project did not experience a single claim. Also selected as finalists in this category
were: Myers & Sons Construction, LP for “Fix 50 W/X Viaducts” – Sacramento; Shimmick / Obayashi, A Joint Venture for “San Vincente Dam Raise” – Lakeside; and Royal Electric Company for “San Francisco International Airport RSA Program” – San Francisco.
