Bianca Johnson, Community & Citizenship Senior Director, Turner Construction Company Bianca Johnson is a community leader and equity advocate with over 15 years of experience in the architecture, engineering, and construction (AEC) industry. At Turner Construction Company, her vision drives inclusion, youth engagement, workforce de- velopment, and community partnerships. Trough this work, she creates opportunities for underrepresented groups and helps ensure the economic impact of construction reaches those historically excluded. A San Francisco native and mother, Johnson’s leadership
is rooted in her desire to create a better world for her daughter and future generations. Her efforts have led to transformative investments of financial resources and volunteer hours, directly benefiting local organizations and communities. Johnson holds a Bachelor of Business Administration from the University of San Francisco and is a graduate of the USC Multicultural Women Executive Leadership Program. Recog- nized as a San Francisco Business Times Woman of Influence, she also serves on the Board of the Cypress Mandela Training Center, the WRMSDC Construction Steering Committee, and the BuildIT Founders Group, championing equity and oppor- tunity in every role.

David A. Jaeger, CEO (Retired), Nor-Cal Pipeline Services David A. Jaeger, a second-generation California contractor, is the founder of Nor-Cal Pipeline Services. Born in Red Bluff, he gained hands-on experience working with his father at Jaeger Construction throughout the 1970s. By the 1980s, Jaeger was managing the family business,
leading critical recovery efforts during the Yuba County Flood of 1986 and the Meridian Flood of 1997, while expanding into material hauling and energy infrastructure projects, including the Green Leaf Power Plant. In 2007, Jaeger founded Nor-Cal Pipeline Services to meet
the growing demand for specialized utility contractors. Under his leadership, the company became a trusted partner on major projects such as the I-405 Widening Project and played a vital role in disaster recovery efforts during the Santa Rosa and Camp Fires. Known for safety, technical expertise, and a people-first
culture, Nor-Cal has earned numerous industry awards and was named Sacramento’s Fastest Growing Company in 2020.
