Responsibilities of the Project Manager


Recognizing the challenges and making adjustments is the key to a successful project. An experienced project manager should be engaged early on to assist with project planning. Their responsibilities should include: ` Evaluation of the scope of work and recommendation of any changes needed to ensure the client’s needs are being met and potential material delays avoided.


` Preparation of a realistic budget and making certain that the project can be funded.


` Facilitating permit intake as soon as feasible to avoid unwanted delays.


` Review of construction contracts to make certain that potential material costs, project delays, and how to allocate risks are addressed.


Contractualize Contingency Plans


According to Attorney Stephan Fjelstad, “Though not necessary on all jobs, it often behooves contractual parties to agree in advance how to handle work delay caused by COVID-19 complications and to memorialize related details in the contract documents on items such as liquidated damages and allocation of costs for ongoing general conditions during temporary shutdowns. Having such details nailed down beyond the typical force majeure clause is a valuable tool to avoid potential disputes.”


Contractors should verify with manufacturers and suppliers whether specified products can be provided by the dates needed. Architects and specifiers assistance may be needed to provide recommendations and get client approval of substitute materials.


The contractor should consider building in extra time in the master schedule for potential project delays such as manufacturing and delivery lead times, implementing additional health and safety protocols, and the potential for quarantine or temporary project shutdowns.
