Chapter News New CAI Credentials


In December 2021, these community managers earned the following CAI credentials:

to markup material costs. For projects not yet started, contractors may adjust their bids resulting in higher hard costs, possible funding issues, and delayed starts. Contracts for new projects may include language providing compensation for material cost increases.


One Delay Brings on Another


State and local government orders have caused project delays. In March of 2020, Governor Inslee decreed that construction was not an “essential activity,” temporarily halting most residential and commercial construction projects. This would later be modified to allow for construction related to critical infrastructure as essential work provided construction met social distancing and appropriate health and worker protection measures.


Government office closures led to delays in obtaining building project permits.


Although it is not known exactly how many projects were stalled due to the orders, a National Multi-Family Housing Counsel survey noted that 62% of leading multi-family construction firms reported delays due to the temporary
