As Summer is beginning to wind down, the Pennsylvania Legislative Action Committee (PA LAC) has been busy with reaching out to State Representatives and Senators across the Commonwealth regarding various House and Senate bills under consideration in Harrisburg. In addition, PA LAC also organizes many fundraisers in order to support lobbying efforts on both the state and Federal levels concerning legislation that may affect the everyday operations of


During these past summer months, PA LAC held a Happy Hour at the Paladar Latin Kitchen and Rum Bar in King of Prussia, PA along with the Annual Ladies on the Links Golf Outing at the Mainland Golf Course just outside of Lansdale, PA. We thank Eileen Ghenn, Chairperson, and all of the volunteer committee persons and sponsors who made these events a success!


On the national level, PA LAC will be sending several delegates to the upcoming Congressional Advocacy Summit being held in Washington, DC on November 6, 2025. Representatives will meet with members of Congress and their staff to advocate for CAI’s interests and initiatives.


Of recent interest for both the LAC and HOAs across the Commonwealth are two pieces of


legislation that pertain to solar panels and electric vehicle charging stations.


PA House Bill 1239 would prevent HOAs and condominium associations from banning the installation of solar panels on detached roofs. A detached roof is defined in the bill as “a roof of a unit that is solely owned by an individual and is not designated as part of the common elements in the governing documents of the association.” The association would be permitted to implement regulations concerning the installation of the solar panels as it relates to meeting state / local code requirements and aesthetics concerning mounting hardware as well as the location of the panels. The bill sponsor accepted amendments from PA LAC. The Bill was passed out of the Energy Committee and is currently under review by the House Rules Committee.
