California Sees A Large Blue Wave C

alifornia was the last state to tally the results from the blue wave that hit the nation’s .


As a matter of law, California counties are given 30 days after the General Election to finalize their canvas of ballots cast. In turn, the Secretary of State has a week after that date to certify the election. Unlike other states, California affords registrars this additional time to count ballots mailed up until election day, provisional ballots, and damaged ballots so that every vote counts. Tis election cycle marks a high


watermark in voter participation since the highest mid-term election turnout in 1982. Among those registered to vote, nearly 64% of voters cast ballots. Te increased voter activity likely came from voters that are younger, minority or infrequent voters. As a result, the increased voter


activity flipped several seats in the Legislature from Republican to Democrat. Both chambers have Democratic supermajorities giving one party the ability to override vetoes, pass taxes, pass urgency legislation, and suspend the legislative rules. Below is a brief description of


the new members elected to the Legislature.


Senate (29 Democrats, 11 Republicans) Andreas Boregeas (R, District


8) – A Fresno County Supervisor and former Fresno City Councilmember, Senator Borgeas is an attorney who has experience working on complex water


policy issues. Anna Caballero (D, District 12)


– Assemblymember Anna Caballero takes over in a district formerly held by a Republican. A former attorney for the California Rural Legal Assis-

tance, she has served Salinas as a Councilmember and Mayor. She also previously served as Secretary of the


State and Consumer Services Agency. Melissa Hurtado (D, District


14) – Senator Hurtado defeated the Republican incumbent by a narrow margin. A Sanger City Council- member, Senator Hurtado will be the youngest member of the Senate. She recently worked as a health care


advocate for Health Access California. Shannon Grove (R, District 19)


– Senator Grove most recently served in the State Assembly from 2010-16. An Army veteran, Senator Grove has small business roots as an owner of an


employment agency since 1993. Susan Rubio (D, District 22) –


Senator Rubio joins the Legislature as the first woman to serve with her sister, Assemblymember Blanca Rubio. Both
