Excellence in Partnering Winner: Kiewit/Manson, JV for “San Francisco Oakland Bay Bridge East Span Marine Foundation Removal Project Phase 2” – San Francisco/ Oakland
By all measures the San Francisco
Oakland Bay Bridge Foundation Removal Phase 2 project was an enormous success. Te project was completed one year
early and nearly $20 million under Caltrans’ budget. Over two years, the project team worked in the challenging
San Francisco Bay marine environment and finished the job with zero Kiewit/ Manson recordable injuries, zero environmental compliance notices or discharges, and zero unresolved contractual issues. Removing 15 marine foundations
during three short work seasons per the contract was challenging enough. But, a year into the job, the team set a goal to do it in two seasons instead. Tey worked together to overcome permitting and compliance obstacles by figuring out ways to change construction methods to speed the work flow. Trough hard work and partnering,
the team developed common goals and provided personal commitments to successfully complete the project. In the initial partnering meeting, they set out to become a World Class Team, setting goals and taking personal accountability to follow through on specific dates and deliverables.
Te team obtained approval for an
earlier start to demolition in the second season by proposing a wire-sawing method. Tey successfully expanded the permitted blasting window, enabling more piers to be blasted in a season, and got approval to blast multiple piers at once. Tis complete change to the permits and work plan was accomplished in under two months because of the collaborative partnering principals established. Completed significantly under
budget and a year early, the project also received the 2018 Caltrans Partnering Success in Motion Gold Award. Also selected as finalists in this category
were: Monterey Mechanical Co. for “Southeast Water Pollution Control Plant Primary & Secondary Clarifier Upgrades” – San Francisco, and OHL North America Inc. for “Owens Lake Dust Mitigation Phase 9/10” – Lone Pine.
