2019 SAFETY AWARDS


– Dragados/Flatiron/Sukut Joint Venture for the Calaveras Dam Replacement project. (Granite Construction was recognized as a finalist for their Gutierrez Street Bridge Replacement project.) Awards were also presented in three


Safety Awards keynote speaker Dr. Giovanna Brasfield.


She addressed the interconnection between safety and fostering a diverse workforce. Additional speakers and presenters


at this year’s CSEA Awards included Steve Phillips, Vice Chair of the AGC Safety & Health Council, and incoming Vice Chair Donovan Seeber. Los Angeles area TV personality


Henry DiCarlo served as emcee for the event. CSEA judges for 2019 were Lisa Prince with Walters & Prince, LLP; Kevin Tompson of Cal-OSHA Reporter; and Robert Pinney with Liberty Mutual Insurance Co.


2018 CSEA Specialized Award Categories Winners

received awards in the Specialized Award Categories of the CSEA program this year, including the following:


 Safety Professional of the Year


 Individual Safety Effort of a Project Superintendent – Mike Harney of Blach Construction


– Art DeLeon of Underground Construction Company


 Unique Safety Application – Skanska-Ames, a Joint Venture, for the use of overhead gantry cranes to reduce exposure to safety, environmental and public impacts on the Interstate 15 Express Lanes project.

occupational categories – Building, Heavy/Civil/Highway and Specialty Contractor – and were organized on a sliding scale system by the number of work hours completed during 2018. Winners in these categories are outlined below.

Art DeLeon Named Safety Professional of the Year Art DeLeon, safety


manager of Underground Construction Co., Benicia, received the AGC/Harry Eckstein Safety Professional of the Year award for 2020. Named in honor of Guy F. Atkinson Company’s former safety director, Harry


Eckstein, the prestigious award is given to someone who has devoted their career to making construction workplaces safer. DeLeon joined Underground more than 30 years ago, starting as a laborer on a


pumping station near Pacheco Pass. After eight years with the company he was transferred to the safety department after his supervisor observed his leadership and safety skills. Over the years, he gained the respect of all of Underground’s crews by demonstrating his willingness to work with them to look for the safest methods to accomplish their tasks, and he became a respected mentor to many. In addition to a commitment to safety on the jobsite, DeLeon is also a volunteer


firefighter. He continues to pursue courses through OSHA, AGC and other organizations to broaden his skills and continually works with crews, equipment manufacturers, suppliers and vendors in an effort to improve safety and create a more efficient work environment. In nominating him for the award, Underground Construction Co. President Chris


Ronco commented, “Art understands the importance of communicating personally with all craft employees since they truly can make or break any contractor’s safety performance. He is always the first person called when any of our opera- tions foreman or superintendents need any advice to solve a difficult safety solution encountered on one of our projects.”
