Partnering, Collaboration Drive Success


Te project team also embraced


partnering on this project, working closely with the owner to re-evaluate and revise the contract with regard to the specified dust control and air-monitoring program and avoid significant schedule delays and associated additional costs. Te solution required teamwork and coordination from geologists, engineers, estimators and workers as well as active participation by city representatives. Strong communication and


collaboration among all parties – the hallmarks of a strong partnering approach – were critical to the project’s success. Tat approach helped the team assess and mitigate risks and overcome numerous other challenges throughout the construction process, several of which impacted the original schedule.


Just a few of those challenges included:  Bedrock beneath an earthen containment dike was deeper than anticipated, requiring significant additional work.


 A large ancient landslide was encountered during excavation that halted work on the left abutment. Combined with a smaller landslide further down into the valley, this led to additional geotechnical investigations and the requirement for additional excavation that added 1132 days to the original contract time.


 Adverse weather in 2016 impacted the dam embankment work and other critical path activities.


Despite the challenges, the team


remained focused on moving the project forward at all junctures. “Since the beginning of the project,


all the parties were committed to working together in a spirit of collabo-

ration and trust, helping each other out,” commented Manuel Morejon, project manager for the DFSJV. “Tis created an ongoing partnering environment during more than seven years of construction that was the key to the success of the project.” On several occasions the contractor made the decision to accelerate

a revised schedule that allowed the reservoir filling to begin in 2018, more than eight months ahead of the agreed upon final completion date. In addition to the AGC


Construction Safety Excellence Award, the International Association of Environmental and Engineering Geologists (IAEG) awarded the CDRP NOA program its 2018 Outstanding Environmental and Engineering Geology award. Te CDRP received several other national awards as well, including one of the Partnering Project of the Year award from the International Partnering Institute and the prestigious 2019 USSD Award for Excellence in the Constructed Project. It has been named a finalist in two categories of AGC of California’s 2019 Constructor awards competition – Heavy Civil Over $100 million and Partnering Excellence. (Winners will be announced at the AGC Awards and Installation Gala on January 31, 2020.) 
