2017. Sending just under a thousand bills (i.e. 977) to the Governor for his consideration, the Legislature claimed a productive session after having intro- duced over 2,500 bills. Tese measures spanned the interests and concerns of just about every sector of California’s economy. But, unlike past years, the legislature worked exceptionally hard to message that it would also resist policies from the Trump administration that did not conform with “California’s progress.”

Legislature did tackle some of Califor- nia’s most pressing needs. In passing a comprehensive funding package for transportation infrastructure, Senate Bill 1 (SB 1) is the first significant down payment in the past 25 years on the deferred maintenance plaguing the state’s roads and highways. Beginning in November, increases in fuel taxes and vehicle registration fees will raise $5.4 billion dollars annually. Tese new revenues will be pegged to the consumer price index so that the purchasing power of these revenues keeps up with inflation. Assembly Constitutional Amendment 5, to be placed before voters in June 2018, will further protect these funds from being “borrowed” as they have been by previous Legislatures and Governors. In reauthorizing the Cap & Trade


(C&T) marketplace this year, the Legislature and Governor have secured additional revenues from the Green- house Gas Reduction Fund (GGRF) to be dedicated to improving and expanding rail infrastructure for freight and passengers alike. Additionally, the GGRF revenues will be used to modernize and clean mobile fleets, incentivize “smart-growth” community development and for other climate change related policies. Hours after the C&T bill passed and was signed into law, the state released its plan to spend over a $1 billion in C&T auction revenues.
