project faced overwhelming odds and may never have been completed if not for the team’s commitment to Partnering. From the start contractor De Silva


Gates - Flatiron West, A Joint Venture and Caltrans were challenged with a project besieged by violent protesters, who slashed workers’ tires, chained


themselves to work trucks, and even injured a Caltrans employee. Although the team essentially lost the entire first year of work, they had to remain present and ever vigilant. Protests continued the second year even as the project was tied up in courts. Te team worked to meet and overcome each challenge, re-sequencing the work to do two years of work in one season. Te contractor and Caltrans used


project partnering in many unique ways. Starting with a kick-off session led by a professional partnering facilitator, they developed a partnering charter and dispute resolution ladder followed by 28 facilitated partnership sessions throughout the project. Executive Team Partnering and


facilitated issue resolution augmented the dispute resolution ladder, guided the quick settlement of issues and provided the vision for the team’s problem solving and forward progress.

In these facilitated Executive Partnering sessions, the team estab- lished the framework to negotiate several contract change orders. Tey adjusted schedule and compensation for many cost impacts and escalation totaling close to $12 million. A monthly web-based Partnering


survey completed by team members enabled them to track their progress meeting Partnering commitments and goals and adjust their strategies as needed. Torough this “all-in” partnering


effort, the Willits Bypass project ultimately completed successfully, with no unresolved issues or claims. Also selected as finalists in this category


were: Griffith Company for “Berths 142 – 143 Backland Improvements” – Wilmington, and Hensel Phelps for “Kaiser Permanente San Diego Central Medical Center” – San Diego. 
