President’s Message Dear WSCAI Members,


I


am writing as we enter the second month under Governor Inslee’s Stay Home, Stay Healthy order, the COVID-19 pandemic having


fundamentally changed the way we live, work and play, and all of us wondering


what life will look like on the other side of the crisis. I wish I had an answer to the question of what the future will be like, but I can say that the Chapter has responded to the present challenge of providing resources and support to people living in community associations throughout Washington.


We formed a COVID-19 Webpage Task Force, led by Melissa Guyott, PCAM, that developed an outstanding webpage on the WSCAI.org website. The page is updated frequently with the latest proclamations and guidance  state and federal authorities. The webpage also provides community management resources including a template homeowner letter that boards and managers can adapt for each community. The letter addresses critical matters such as key contacts, closing of non-essential common areas, maintaining sanitation of essential common areas  impacts on pending construction projects, holding meetings remotely, residents who may be infected with  webpage also includes helpful Q & A on issues arising from the crisis, such as use of RVs for quarantine and working with owners unable to perform required maintenance. If you have questions about community association operations during the pandemic, please email them to me or the  post responses.


The Chapter also hosted free Pop-Up Webinars on March 24 and April 28 onWhat We Can Do to Keep our Common Interest Communities Functioning Properly During the COVID-19 Crisis. The webinars are available on the WSCAI. org website.


On the legislative front, we have been actively working to address the needs of our members during the crisis. On April 8 the Legislative Action Committee (LAC) sent a letter to the Governor requesting executive action to allow associations to hold meetings remotely when the governing documents do not allow it, among other things. On April 17 the Governor issued Proclamation 20-51, which amends

existing law to allow for remote meetings and also suspends, through May 17, the collection of late fees and interest on delinquent assessments. The Proclamation is posted on the Chapter’s COVID-19 Webpage. We are continuing to engage  would provide liability protection to boards and managers   impacted residents.


Beyond these efforts to respond to the COVID-19 crisis, the Chapter has tried to conduct its regular business to the fullest extent possible. The normal quarterly meeting of the Board of Directors and Committee Chairs was held on April 8 via Zoom. It was a productive meeting as we tracked progress against goals set at the Strategic Planning Meeting  Task Force is also continuing full ahead with Phase II of its work – implementation of the mediation program – and we are still hoping for a fall launch.


Thank you to all the dedicated volunteers and community association professionals who are pitching in to keep our communities safe, strong, and informed during the COVID-19 crisis. WSCAI is honored to be a trusted and helpful resource for community associations during this time.
