ASSOCIATE ACHIEVEMENT AWARD Robert Roginson, Shareholder, Ogletree Deakins Robert Roginson, a shareholder in Ogletree Deakins’ Los Angeles office and chair of its Trucking and Logistics Industry Group, is an expert in California and federal wage and hour laws. He focuses a significant portion of his practice to counseling and representing contractors, developers, and construction sup- pliers regarding union labor relations and state and federal prevailing wage laws. From 2007 to 2010, Roginson served as chief counsel for the


California Division of Labor Standards Enforcement (DLSE), where he interpreted labor laws and managed litigation. He also wrote the DLSE amicus brief in the landmark Brinker case, establishing standards for meal periods under California law. Roginson worked in AGC of California’s Industrial Relations


Department while attending law school and regularly advised and represented contractor members on union labor issues. He has maintained his relationship with AGC of California, providing guidance on prevailing wage and labor policy. His key contributions include negotiating amendments to AB- 1851 (Rivas), protecting contractors’ interests, and reinforcing prevailing wage coverage. His expertise continues to guide AGC of California’s advocacy team, particularly around construction trucking and prevailing wage issues.


HARRY ECKSTEIN SAFETY PROFESSIONAL OF THE YEAR AWARD Alfredo Vargas, Safety Manager (Retired), Walsh Construction Alfredo Vargas has over 50 years of construction experience and managed five projects totaling $1.06 billion for Walsh Construc- tion, a leading water/wastewater treatment plant contractor in the United States. His career is marked by his work on more than $1 billion in construction, including the recent $175 mil- lion Digester and Tickener Facilities Upgrade in San Jose, CA. Vargas has excelled in site safety management, contributing


to his reputation as a key member of complex projects. His commitment to building quality facilities safely is reflected in his impressive safety records. Vargas led the research into prevention measures against


an unknown pathogen, ensuring the protection of both office staff and trades professionals. His visionary approach towards safety makes him an invaluable asset to Walsh Construction and an inspiration for the construction industry. His recognition as Harry Eckstein Safety Professional of the Year honors Alfredo’s exceptional career dedicated to the well-being of others and the continual improvement of safety in the construction industry.
