Construction Education Friend Award Nominees All Noteworthy


AGC of California selected four


well-qualified individuals as finalists in its 2019 Construction Education Friend Award competition, recently naming Tammy Castillo as this year’s winner. Spanning the gamut from apprenticeship director to lifelong educator, contract compliance manager, and diversity and inclusion manager, these individuals from both the public and private sector are making a big impact advancing construction education, training and career pathways in the California construction industry. AGC salutes all the nominees for

their many accomplishments and their ongoing work to make a difference in the California construction industry.


Tammy Castillo Tammy Castillo has a 30-year career


in the building and construction trades and has served as director of appren- ticeship for Operating Engineers Local 3 since 2013. Prior to becoming an apprentice,


Castillo was a squad leader in the U.S. Army. Castillo started her career as an operating engineer when she entered IUOE Local 3’s Apprenticeship Program in 1988. She worked for Bay Cities Paving and MCM Construction prior to joining Local 3’s staff as a dispatcher in 1995. She moved on to serve as apprenticeship coordinator, senior apprenticeship coordinator and then assistant director of OE 3 Northern California Joint Apprenticeship Committee before her appointment as director of apprenticeship. She is

now responsible for all training center functions, administers a multi-million- dollar budget and oversees two training sites with over 40 employees throughout Northern California. Castillo has long been an outspoken


advocate for women and minorities in the building and construction trades, serving on numerous committees and panels promoting women in construction.


Priscilla Chavez As the manager of diversity and


inclusion at PCL Construction, Priscilla Chavez oversees and manages community outreach, certified subcon- tractor relationships, local hiring requirements, local government and labor relations as well as small business development. Chavez is recognized as the indus-


try’s leading compliance professional in Southern California. She serves on several industry organizations including as president of the National Association of Women in Construction Los Angeles Chapter, as well as serving on the board of the Los Angeles Trade Technical College Foundation, Women Business Enterprise Council, National Associ- ation of Minority Contractors and many other organizations. Chavez is determined to educate


small businesses and individuals through PCL’s network and will continue to provide opportunities for communities to thrive and grow.


Michael Richardson Michael Richardson has become a


strong advocate for community devel- opment and outreach during his over 20 years of experience in the construction industry. He serves as EEO/DBE manager, contract compliance at Skanska USA Civil. Richardson has worked on major construction projects throughout the


Los Angeles region, including the $1 billion Metro Expo 2 project in which he managed the project labor agreement and built strong relationships with local unions and community stakeholders. He has made significant contribu- tions to the construction education workforce in California, including through supporting the Veterans Advocacy Group with its readiness program, Women in Non-Traditional Employment Roles, South Bay Workforce Investment Board and more. His leadership and guidance to


the LAUSD Construction Career Awareness Day highlight his ongoing passion and drive for the construction industry and for bringing educational opportunities to underserved youth in the Los Angeles region.


Emiliano Sanchez Emiliano Sanchez is director of


CTE Trades and Apprenticeship for the Oakland Unified School District (OUSD). During 28 years with OUSD and particularly since appointed to his current role in 2015, Sanchez has worked diligently to build awareness, exposure and technical career oppor- tunities for students in OUSD and surrounding school districts. In partnership with Turner


Construction and UCSF Children’s Hospital Oakland, he cofounded the Future Designers and Builders Program, an introduction to construction management program that exposed students to all aspects of construction and related fields. Sanchez implemented hands-on skilled trades fairs in OUSD working with Tradeswomen Inc. and the Bay Area Apprenticeship Coordinators Association. He worked with the Cypress Mandela Training center, Laney College and the Building Trades Council of Alameda to hold skilled trades fairs in the spring. 
