Moving Forward With New State Legislative Session By David Kent, Vice President of Legislative and Advocacy Programming


With November’s general election now behind us, the MBA government relations team is busy preparing for the 2021 legislative session. MBA staff will have a full slate of agenda items to discuss with lawmakers when they return to the Missouri Capitol on Jan. 6.


Reforms to the state’s residential Property Assessed Clean Energy law, modernizing the state banking code and updating a provision in the Uniform Commercial Code are a few of the issues on MBA’s legislative agenda. Of course, there will always be items that pop up throughout the year unexpectedly.


Another area of focus this year will be developing relationships with new lawmakers. Nearly a third of the members in both the House and Senate will be considered freshman. Te House Financial Institutions Committee also will have new leadership as Chairman Jack Bondon, R-Belton, is term-limited. MBA staff will spend a significant amount of time educating new members on the issues that are important to our industry.


Two career bankers won election to the state House, and we are excited to work with them in their new roles. Bill Owen


from Springfield and Terry Tompson from Lexington bring a wealth of knowledge about the banking industry to the Missouri General Assembly and will be valuable resources for their colleagues on various financial services issues. Bill and Terry are featured on Page 14, and I encourage you to read about their backgrounds and expectations for the upcoming legislative session.


Lastly, I would be remiss if I didn’t acknowledge the elephant in the room. What impact will COVID-19 have on the legislative session? You may recall the 2020 session was postponed from mid-March through the end of April — typically one of the busiest times in the legislature. Despite missing nearly seven weeks of session, lawmakers still approved a number of legislative priorities, including several bills supported by MBA.


Leadership appears poised to move forward with a “normal” session. Regardless of how 2021 unfolds, MBA staff is prepared for whatever circumstances may arise and will work hard, as always, to be ensure your voice is heard in Jefferson City.
