Happy New Year! 2014 has come and gone. Fortunately, CAI’s Pennsylvania Legislave Acon Commiee (PALAC) has been hard at work promong the interests of community associaons throughout Pennsylvania. Below are some key things to look for as we begin 2015:


Elecon Results and Leadership Changes


A new Governor is coming in and changes in State House and Senate Leadership have been announced. PALAC must work with the new leadership in order to further the interests of community associaons in 2015. A leadership summary is provided below:

Pugliese Associates is a leader in the industry and has over thirty years of experience in Pennsylvania government aairs. PALAC looks forward to working with Pugliese Associates to make 2015 a successful year legislavely for associaons across Pennsylvania.


Legislave Aairs


2014 was a busy year for PALAC in addressing legislave issues that impact common interest communies (CICs) and we expect 2015 to be even busier. As we begin the new year, there are several key legislave issues we are acvely working on (all bill numbers refer to the 20132014 session):


Electronic Vong / Proxies (Senate Bill 1302) The LAC is working on revisions to the vong secons of the state’s CIC statutes (UCA  Secon 3310; UPCA – Secon 5310) that would provide for and allow various methods of electronic vong within a CIC. These revisions are being sought as CICs begin to embrace evolving technology that is decreasing in cost and changing the way in which associaon residents can vote.


An amendment to the “Amendment of declaraon” secons of the CIC statutes (UCA Secon 3219; UPCA – Secon 5219) that would provide for a statewide standard for fees related to recording CIC declaraon amendments. The goal would be to eliminate a “per unit” recording fee for any county that requires indexing the declaraon amendment by reference to (Connued on page 29)
