Happy New Year! 2014 has come and gone. Fortunately, CAI’s Pennsylvania Legislave Acon Commiee (PALAC) has been hard at work promong the interests of community associaons throughout Pennsylvania. Below are some key things to look for as we begin 2015:
Elecon Results and Leadership Changes
A new Governor is coming in and changes in State House and Senate Leadership have been announced. PALAC must work with the new leadership in order to further the interests of community associaons in 2015. A leadership summary is provided below:

Pugliese Associates is a leader in the industry and has over thirty years of experience in Pennsylvania government aairs. PALAC looks forward to working with Pugliese Associates to make 2015 a successful year legislavely for associaons across Pennsylvania.
Legislave Aairs
2014 was a busy year for PALAC in addressing legislave issues that impact common interest communies (CICs) and we expect 2015 to be even busier. As we begin the new year, there are several key legislave issues we are acvely working on (all bill numbers refer to the 20132014 session):
Electronic Vong / Proxies (Senate Bill 1302) The LAC is working on revisions to the vong secons of the state’s CIC statutes (UCA Secon 3310; UPCA – Secon 5310) that would provide for and allow various methods of electronic vong within a CIC. These revisions are being sought as CICs begin to embrace evolving technology that is decreasing in cost and changing the way in which associaon residents can vote.
An amendment to the “Amendment of declaraon” secons of the CIC statutes (UCA Secon 3219; UPCA – Secon 5219) that would provide for a statewide standard for fees related to recording CIC declaraon amendments. The goal would be to eliminate a “per unit” recording fee for any county that requires indexing the declaraon amendment by reference to (Connued on page 29)
