AGC Members Help Drive Legislative Advocacy Efforts


Tis has been another extremely busy legislative year. Working with coalitions and major stake- holders on key industry issues has added to


AGC of California effectiveness while also broadening our reach. Our legislative advocacy efforts


remain as strong as ever, with our legis- lative team working tirelessly to monitor and engage in legislation imperative to the construction industry. To that end, AGC of California is currently sponsoring/co-sponsoring four legis-


lative bills:  Prevailing Wage Claims – AB 326 (Frazier);


 Stormwater Plans – SB 1170 (Weickowski);


 Lease-Leaseback School Construction – AB 2316 (O’Donnell); and


 Contractors License Requirements – AB 1793 (Holden).


To date, all bills have been


successful in hearings, and we will continue to provide our members with the latest updates. AGC members are the driving force


behind a significant portion of our legislative advocacy efforts, and we are thankful for their contributions and commitment. The most recent example of membership commitment to sound legislative advancement is with AB 2316 (Lease-Leaseback.) Eileen Diepenbrock of Diepenbrock Elkin Gleason LLP proved instrumental in working with Assembly Education Committee Chair and author of AB 2316 Assemblyman Patrick O’Donnell (D-Long Beach) on drafting the language of the bill. Also, at Assemblyman O’Donnell’s request, Diepenbrock served as an expert witness during the bill hearings. Her dedication, time and energy were essential to

ensuring this bill successfully moved forward on the Assembly Floor. While many issues have demanded


AGC attention to protect industry interests, one that has demanded our top priority focus is securing funding for California’s infrastructure system, which is in dire need of repair and maintenance. Working with a broad coalition of labor organizations, business groups, cities and counties, AGC has played an integral role in the “Fix our Roads” Coalition. The Coalition was formed to push forward a solution to dealing with the deferred maintenance and capacity improvements needed for California’s aging infrastructure. AGC of California remains at the


forefront engaged on all levels seeking solutions to address the state trans- portation funding crisis. In May, more than 500 members of the construction industry gathered at the State Capitol to strongly urge elected officials to agree on a plan for transportation funding. The legislative effort by all coalition members continues with industry support critical for legislation carried by Legislators Frazier and Beall. Additionally, we are engaged with


multiple agencies to stay on top of key regulatory issues affecting the construction industry. This includes working with and providing input to the Department of Industrial Relations (DIR) on updates to Public Works laws, AB 219 and SB 854, and with the State Water Resources Board on the impact of the drought to our members’ businesses, to name a few. While we have worked hard to


ensure the industry’s voice is heard, AGC understands that our work is never finished. More than ever, we need our members to continue to stay committed and engaged with elected officials. Your voice and commitment is vital
