Water Quality Initiatives Abound


In the water quality/water supply


area there are just as many new initia- tives under way. Te Los Angeles County Board


of Supervisors proposed two efforts to address water supply: one to prepare a “net zero” ordinance for new devel- opment, and another to draft a ballot measure to create a new tax for water supply sustainability that would focus on storm water capture and reuse. Te tax idea was before the board


two years ago and failed when property owners protested and the cities were divided over the necessity for the tax. In the meantime, costs of compliance with storm water quality standards are escalating quickly for cities and the


county, and the need for a dedicated source of revenue is growing more urgent.


Getting to ‘Net Zero’ Te “net zero” idea sounds good


depending on the definition of net zero. If you look at the Los Angeles region as a whole, despite the 1.5 million increase in population during the past 20 years, water consumption has remained flat or declined. So we have in fact achieved net zero consumption for the region. Applying the concept to new development, however, may make some projects unachievable and require a complicated water “trading” program where new development would have to pay for water conservation efforts on existing development in order to achieve net zero levels.
