cities and counties from entering into a new, amended, or extended contract or agreement with any person or entity that provides United States Immigration and Customs Enforcement or United States Customs and Border Protection with specified information and services. AGC remains opposed to any legislation that “blacklists” contractors from bids let by local, state and federal government.
AB 1339 (Gabriel) – Mechanics Liens: Attachment Date – Tis bill would recast the order of associated liens and other lien instruments on real property and is unnecessary.
AB 1568 (McCarty) – General Plans: Housing Element: Production Report: Withholding of Transportation Funds – Te bill would withhold transpor- tation funding for those jurisdictions that did not meet their housing goals.
SB 210 (Leyva) – Heavy-Duty Vehicle Inspections and Maintenance Program – Tis bill would authorize the State Air Resources Board to develop and implement a Heavy-Duty Vehicle Inspection and Maintenance Program for non-gasoline heavy-duty on-road motor vehicles. It would authorize the state board to assess a fee and penalties as part of the program.
SB 522 (Hertzberg) – Taxation –
Tis bill would attempt to “flatten” the personal income tax by placing a tax on previously untaxed business to business services. Tis tax has been discussed to be between 3-8% in new taxes.
PRIORITY WATCH AB 5 (Gonzalez) – Worker Status: Independent Contractors – Tis measure would codify last year’s California Supreme Court decision in the Dynamex case which creates
a presumption that a worker who performs services for an employer is an employee. A worker must meet all three provisions of the “ABC” test in order to be considered an independent contractor. AGC would like to see an exemption for construction included in this bill.
AB 1413 (Gloria) – Transportation: Local Transportation Authorities: Transactions and Use Taxes – Tis bill would authorize a local trans- portation authority to impose a tax applicable to only a portion of its county if two-thirds of the voters voting on the measure within the portion of the county to which the tax would apply vote to approve the tax.
