programs that improve both Under- ground Construction Company and the industry. He designed a program to better help engineers and managers onboard into the company, in which he annually hand-reviews curriculum.

Phil George, P.E. Phil George
has worked in the industry for over 40 years as both a union and open shop contractor on federal, state, local and private projects, including a number of general engineering projects. In his first role with George Reed, Inc., he conducted site grading, building foundation excava- tions, and paving for the MGM Grand Hotel Casino in Reno (now known as the Grand

Sierra). On that project, he documented the losses and impacts to construction, learning firsthand how to avoid and mitigate expensive lawsuits. From there, George leveraged his experience to support Stimpel-Wiebelhaus Associates on more than 100 civil projects with state and federal spec changes to reduce disputes, improve relationships and find
resolutions. Trough his first-hand experience
supporting construction disputes between partnering companies, he has built a reputation as a professional committed to resolving issues early to create strong partnerships, save money, and allow all parties to work amicably. George has been active in AGC
for over 30 years in many leadership capacities, participating in union negotiations and more. His first role with AGC was as the Shasta District Liaison with the CSU Chico Student Chapter, supporting his alma mater. From there, he served on multiple committees and the State Board. He is a current member of the Shasta District Board of Directors where he has served multiple times as Chair.

Art Mendoza Named AGC Safety Professional of the Year Art Mendoza, Site Safety & Health Officer at Nova
Group, Inc., has been named the Harry Eckstein Safety Professional of the Year. Named in honor of Guy F. Atkinson Company’s former safety director, Harry Eckstein, the prestigious award is given to someone who has devoted their career to making construction workplaces safer. The award was presented by Steve Phillips, Hensel
Phelps, on behalf of the Safety and Health Council. After suffering a serious injury as a concrete finisher
and laborer 10 years into his career, Mendoza made the transition to becoming a safety professional. Since then, he has spent the last 20 years as a safety professional in which he has served as frontline leadership on numerous successful and complicated projects valued at over $400 million. In his current role, Mendoza devotes 100% of his time to jobsite health and
safety, ensuring overall project safety through implementation of an on-site safety program that adheres to all local, state, and federal health and safety regulations and standards. Leveraging years of field experience, he has success- fully bridged safety cultures from multiple companies to complete complex joint ventures safely. He wholeheartedly embraces safety, maintaining both corporate and personal
dedication to fostering a safe work environment while delivering quality and award-winning projects with attention to detail and professionalism. In his role, he has decreased Nova Group, Inc.’s Total Recordable Case Rate during major increases in total manhours and reported zero lost-time accidents on the last several projects he supported. Mendoza’s hard work has helped Nova Group earn multiple NAVFAC STAR
Awards for outstanding safety performance on projects, AGC of California Safety Excellence Awards, and CURT Construction Industry Safety Excellence Awards.
