Circle of Excellence Program Coordinator


he Circle of Excellence Pro- gram brings into play the fundamental principles of


OABA’s Foundation for the Future program, which is a strategic vision and an ambitious set of industry goals, with the purpose to educate and produce change. The companies that have achieved Circle of Excel- lence recognition have improved the business climate and guest satisfac- tion for their fairs, festivals and other event sponsors, while enhanc-


ing the public’s perception of the mobile amusement industry. We continue to raise the bar in order to increase the value of the Circle of Excellence to our recipients and those events that recognize the achievement. The history of the OABA’s Circle of Excellence Program shows that updates and systematic improvements have oc- curred several times since its beginning in 2004. Changes within the industry along with the Board of Director’s desire to systematically improve the standards we measure during these audits have resulted in continuous enhancements that have resulted in modifications to the audit criteria and the scores necessary to achieve this recognition. At the 2019 Spring Board Meeting held recently in


Washington, DC, improvements were discussed and approved by the Circle of Excellence Committee and the entire Board for the current audit cycle. Specifically, the changes include three prerequisites for companies applying for future Circle of Excellence audits:


To be considered for the Circle of Excellence designation, you must satisfy three prerequisites and pass the OABA Quality Assessment audit. The three prerequisites are: (1) an established, annual drug testing program administered by certified drug testing personnel which, prior to employment, requires testing of every employee, 18 years and older; (2) demonstrable compliance with the OABA Sleeping Quarter Guidelines; and, (3) documented background investigation program, including registrations for sexual offenses, which qualifies all American employees 18 years and older nationally and in the states in which they will work.


These requirements will be verified as part of the on-site audits performed every three years. No company applying for this recognition will be approved unless these three criteria are met completely. The “OABA Guideline for Mobile Sleeping Accommodations” will be updated to remove suggested minimum standards and replaced with required minimum standards as part of these improvements. These changes will be communicated directly with any company applying for Circle of Excellence renewals in 2019 or any initial requests for participation in this Program.
