A Conversation with Pennsylvania State Senator Mario Scavello
On October 4, 2021, Bob Travis had the opportunity to interview Pennsylvania State Senator Mario Scavello to discuss several issues that are affecting his constituents in Pennsylvania’s 40th Senatorial District, especially those who live, work, or own in the many community associations in this district. The 40th Senatorial District is made up of portions of Monroe and Northampton Counties. Now in his second term as a Pennsylvania State Senator, Senator Scavello’s public service also includes 13 years as a member of the Pennsylvania House of Representatives (2002 to 2014), Chairperson of the Monroe County Commissioners, and Mayor of Mount Pocono, PA.
Senator Scavello’s familiarity with community associations comes from “hands on experience” as he was the President of the 236- member Summit Pointe Property Owners Association, located in Mount Pocono, from 1987 through 2020, where he resided. Senator Scavello indicated, “I became very familiar with the difficulties that community associations operate
under and the issues that community association leaders face, especially during their meetings”.
In his many years in Harrisburg, Senator Scavello has been contacted by many community associations in his district and across the Commonwealth, both large and small. “Small associations are usually looking for some financial help due to the constant strain on their budgets, whereas larger associations often contact my office over some kind of administrative issue,” said Senator Scavello. He added that most of these administrative issues are currently passed onto the Pennsylvania Attorney General thanks to legislation pushed through by Pennsylvania State House Representative Rosemary Brown. It should be noted that when Senator Scavello was a House Representative, he almost exclusively used his WAM (Walking Around Money) to help the community associations within his 176th Legislative District.
In Senator Scavello’s opinion, road maintenance remains a predominant issue for community associations that have private roads. Senator Scavello emphasized,
