McCarthy-Jacobs Joint Venture Secures SoCal Groundwater Desalination Project The McCarthy-Jacobs joint venture was selected to design and build the Torrance Groundwater Desalter Expansion, a critical component of Water Replenishment District (WRD) of Southern California’s Brackish Groundwater Reclamation Program and its larger “WIN 4 ALL” initiative. Te desalination expansion project will
Blach-Led Design-Build Team Completes Community College Project Te design-build team of Blach Construction, Quattrocchi Kwok Architects and Gensler recently delivered Phase 1 of a new community college campus for Gavilan College in Hollister. Stakeholders from Gavilan Joint Community College District gathered with
the project team and nearly 200 community members, supporters, civic and legislative leaders to commemorate the Phase 1 project’s completion in Novem- ber 2024. Delivered via progressive design-build, the project was completed in just over a year and will greatly expand higher education offerings for students in the county. Te 34,000-sq.-ft. community college and resource facility features a light- filled welcome center that pays homage to Hollister’s indigenous roots through a locally painted mural that wraps around one of the lobby’s walls. Te building also includes classrooms, science and computer labs, a café that features a food pantry to mitigate food insecurity, a learning resource and testing center, gender-neutral restrooms, a lactation room, an expansive community room, and dedicated interior and exterior spaces for student support and faculty collaboration. Prioritizing hybrid learning, the Gavilan Hollister Campus provides acces-
sible, modern spaces that feature an abundance of natural daylighting. Careful consideration has been given to technology needs, furniture layouts, future modification capabilities and collaborative learning options.

treat salt water in the West Coast Ground- water Basin and create a more resilient local drinking water supply for more than 88,000 residents in the area – eliminating the need for imported water. Te expanded desalination facility will
use reverse osmosis membrane technology to remove salts from the extracted groundwater and produce high-quality drinking water – possibly a first-of-its kind nano filtration and reverse osmosis treatment for a municipal brackish water facility. At WRD’s budgeted capital cost of approximately $160 million, the Torrance Groundwater Desalter Expan- sion will increase the capacity of the Robert W. Goldsworthy Desalter Facility to provide up to 9 million gallons per day of additional drinking water to the City of Torrance, with full-scale production targeted for 2027. “Jacobs and McCarthy bring innova-
tive water treatment solutions, paired with design-build experience to create a highly skilled team for this significant groundwater desalination project in southern California,” said Jacobs Senior Vice President Katus Wat- son. “Te progressive design-build delivery model allows us to work collaboratively to minimize cost, reduce risk, streamline construction and improve schedule perfor- mance to fast track the completion of this state-of-the-art facility that will provide a sustainable drinking water supply for the near term and well into the future.” Te project scope also includes the con-
struction of new groundwater extraction wells and raw water pipelines.
