Thursday Morning Business Rev. Joe Rolison, new pastor at Ballston Center ARP in New
York, opened worship with a message from Matthew 1:18–25. Ro- lison explained how Jesus saves us from sin. First, we are saved from condemnation. Romans 8:1 says, “There is therefore now no condemnation for those who are in Christ Jesus.” Second, we are saved from the dominion of sin. “We aren’t going to be perfect, but we are victorious. There are 15,000 self-help books that aren’t saved from the presence of sin. “There are sins that haunt us. We The Executive Board report opened the morning business ses- sion. The moderator’s theme, “Knowing Jesus, Growing in Grace,” was approved. The report included information from the archivist, along with an updated job description for the Executive Director of Central Services. Rev. Ben Glaser was approved to update the ARP history in both book and booklet formats. The Brice Sanders report highlighted the ministry’s eight weeklong camp sessions, which served a total of 229 campers. At- tendees were encouraged to pray for the new Camp Joy in Tennes- see, scheduled to begin in the summer of 2027. Nominations-

arpchurch.org. Rev. Seth Philbrick, wearing a Horizon T-shirt, commented on
the renovations to the Bonclarken Youth Activities Building. “This renovation came from a single gift from a parent whose child at- tended Horizon. The parent was so impressed by their teenager’s experience and by the quality of the teaching during Horizon. We are blessed to have these conferences and the gifted planning team that puts them together.” Retired minister Charlie Edgar made the motion to adjourn the 222nd General Synod.
Approved Motions
• That a special committee be established to study the “proposed solution“ in Appendix E regarding the ARP Women’s Ministry Committee on Synod’s Oversight, and to report back to the 2027 General Synod with any recommendations for the estab- lishment of a Synod-level committee to oversee ARP Women’s Ministries. This special committee membership would consist of those who have previously studied this issue with the ARPWM, as listed in Appendix E.
• That Index 10 be referred back to the Moderator’s Special Committee on Kinism and Race Realism with instructions to: terms, including “race, tribe, nation, ethnicity” and related concepts from the scripture and contra the racial realist and Kinists; (2) identify and correct any remaining factual, citation, quotation, or other errors in the document if needed; (3) ad- dress the issue of familial amor and that the two-page summary will be made available to all churches in the ARP Church as a preliminary report by this study committee.
• That Synod pause for prayer for the men who are leading the 10
Kinism and Race Realism movements, for their repentance, and for the protection of those being led astray by their teaching.
• That the remarks of the Retiring Moderator, Current Modera- tor, and the Women’s Ministry President into the minutes of Synod.
• That a special committee appointed by the Moderator be formed to examine World Witness and its relationship to the work of the ARP mission in Pakistan and the work of Chris- tian Hospital, Ltd and the NFHS. The scope of this examina- tion will include, but not limited to, the oversight and accountability of World Witness representatives, NFHS, and protocols, and issues related to the titles, ownership, and management of mission property, including all hospital facili- ties and equipment, and the facilities associated with the Christian Hospital Nursing School. Upon completion of the examination, this committee is charged with making any recommendations it deems necessary or helpful regarding personnel, authority, structure, and property. The committee will report and bring any recommendations in a report to the 2027 meeting of the General Synod.
• That the General Synod direct its commission on Second Pres- bytery assets to disburse the funds held in a following manner: 1. Direct $2 million to Outreach North America (ONA) for the purpose of church planting and strengthening.
2. Direct $2 million to Erskine Theological Seminary to endow a new faculty chair – the “Associate Reformed Presbyterian Chair of Preaching and Church Planning,” for the purpose of training church planters, evangelists, and missionary church planting.
3. Direct $2 million to World Witness (WW) for the purpose of global church planting.
4. Direct $650,000 to the Tucker, Georgia PCA Church Plant building fund.
5. For the remaining balance of the funds to be dispersed as the commission deems proper by the end of 2027.
• That the Moderator designate a season of prayer and fasting for the beginning of the week of September 13, 2026, for the purpose that the LORD of the Harvest would raise up laborers that we so desperately desire and that the 2026 General Synod of the ARPC encourage all Presbyteries, Sessions, Congrega- tions, and individuals to participate.
• That Synod pause to pray in public repentance for selling the property of Tucker ARP Church to those who would advance the cause of the false religion of Islam.
• That for the rest of the 222nd General Synod the Synod rules be followed in that when the call to question is called there be no more debate.
• It was moved and seconded to add the letter from the PRCC to the minutes of Synod.
• That all boards, committees, and commissions of Synod be required to submit a report to General Synod with an update on their work the previous year even if there are no recommen- dations.
