2024 LEGISLATIVE SESSION Preparations

y the time you read this article, the 2024 Legislative Session will be underway. Your WSCAI LAC continued to work


through the summer and fall preparing for this  new members.


New Members


We are delighted to add Yong Zhang and Marjean Knight as new homeowner members, Cameron Hazen (Condo Consulting Services, LLC) as a new manager member, and Christian Colunga (Association Reserves) as a new business partner member. Micheal Brandt (Brandt Law Group) is a returning business partner member, and Marianne Smith is a returning homeowner member. You can see our entire committee roster on the WSCAI Advocacy webpage. We are always on the lookout for more homeowner members. If you have an interest in joining the LAC, please reach out via email, lac@wscai.org.


Any bills introduced last year can be automatically reintroduced this year.


The Washington State Legislature works on a biennium calendar, and this year is the second year of the biennium. This means that any bills introduced in 2023 can automatically be reintroduced this year (2024). All the bills we worked on last year and did not pass remain on the

table. This summer and fall, our lobbyist, Kystelle Purkey, met with key house and senate legislators to discuss the bills still  what is on the agenda for the 2024 session.


The Washington Uniform Community Interest Ownership Act (WUCIOA) will be the main focus of this session.  governed by one of the following acts:  The Horizontal Property Regimes Act  The Condominium Act  The Homeowners Associations Statute


 opt-in to WUCIOA or remain governed by the original act or statute that has governed the association since its formation. The WSCAI LAC actively participated in stakeholder meetings on potential legislation that has now been introduced. Please keep an eye out on our regular Monday Minutes to learn more.


WUCIOA Pros & Cons


The positive side of having WUCIOA apply to all associations is that everyone will play by the same rules, which could reduce confusion. The negative side is that some things will change, as legislators tweak the WUCIOA 


Since this is a short session, we know things will move fast. You can recieve ongoing debate updates and progress reports by signing up for the LAC’s Monday Minute emails (see below link or scan QR Code). You must opt-in to this email each year, so be sure to sign up again even if you received them in the past.We also encourage you sign up for Call-to-Action alerts. When your voice is needed to support a cause, you will receive an email link that directly messages legislators in your district to let them know where you stand on an issue.
