Legislative


This year’s legislative session was more like a sprint than a marathon.

his year’s legislative session has proven to be more like a sprint than a marathon. Originally planned with the usual in-person procedures, the rise of the


Omicron variant caused the government to switch gears and revert to an online session platform almost last minute.


This switch condensed timelines, and as a result, the bills moved through the legislative process furiously within the first weeks of the session. Since this was already a short session with a quick pace, the added speed was breathtaking.

Top Priority Bills


The LAC members and our lobbyist, Krystelle Purkey, quickly read the bills and determined our top priorities. Here are some key bills the LAC has been actively working on: ` HB 1793 – Concerning electric vehicle charging stations in common interest communities.


` SB 5670 / HB 1782 – Creating additional middle housing near transit and in areas traditionally dedicated to single- family detached housing.


` SB 5758 – Creating a workgroup to review the condominium conversion process and find ways to encourage conversions.


In addition to the bills above, we are also following several bills related to Accessory Dwelling Units (ADUs). The bill with the most traction was HB 1660 which seeks to remove prohibitions on ADU construction, development, and use in community associations after the effective date of the act.

Krystelle and committee members had several meetings with legislators and testified about this bill to express our concerns. The LAC will continue to work with legislators on this bill until the very last day of session.

As we write this, the 2022 legislative session is ending, and we will soon find out which bills move out of committee for debate on the House and Senate floors. In a few short weeks we learn which bills will make it all the way to the Governor’s desk. Keep any eye out for an end of session report coming soon.


The WSCAI LAC is constantly working to ensure Community Associations retain the ability to self-regulate and that no bills adversely affect Associations or our homeowners.
