LEGISLATIVE ACTION COMMITTEE 2024 OUTLOOK


2024 IS SHAPING UP TO BE YET ANOTHER BUSY YEAR FOR ILAC. By the beginning of February, a handful of bills were filed proposing changes to the Condominium Property Act, the Common Interest Community Association Act, and the Homeowners’ Energy Policy Statement Act. On February 21, 2024, members of ILAC and lobbyist Jeff Dixon went to Springfield for CAI’s “Lobby Day”. Lobby Day was spent meeting in-person with numerous members of the Senate and the House of Representatives, and their staff, to discuss key issues and concerns of the community association industry and to build and strengthen CAI relationships in Springfield. CAI ILAC also hosted a dinner with Senators and


Representatives to further discuss matters and build relationships in a less formal atmosphere. To reach those who ILAC could not meet in Springfield, ILAC has plans to host Virtual Advocacy days again where ILAC will meet with legislators and their staff virtually in a town hall format to educate about CAI and key issues and concerns of the community association industry. Additionally, CAI will be planning fundraising events to support ILAC and the CAI Political Action Committee. All members of CAI are encouraged to participate in those events because your support is vital to the continued success of ILAC.


BILLS THAT ILAC HAS ACTIVELY MONITORED AND ENGAGED WITH THE LEGISLATIVE SPONSORS INCLUDE:


• HB4090 – As introduced, this bill amends the Condominium Property Act and the Common Interest Community Association Act by revising certain references to a different statute pertaining to utilities.


• HB4177 – As introduced, this bill amends the Common Interest Community Association Act by adding a new provision permitting owners to require voting to be done by secret ballots.


• HB4619 – As introduced, this bill amends the Homeowners’ Energy Policy Statement Act by adding new provisions to permit rainwater collection and composting systems.

• HB 4620 – As introduced, this bill amends the Common Interest Community Association Act by restricting how much an association can increase the annual budget and assessments.


• SB2740 – As introduced, this bill amends Condominium Property Act by adding new provisions mandating associations adopt an accessible parking policy, requiring the association to purchase parking from owners in certain situations, and providing owners who have accessible parking needs to sue the board of managers.
