leading the charge with a recall and subsequent replacement of the sitting governor. Interestingly enough, both Schwarzenegger and Davis left office with only 22 percent approval ratings. To be fair, there are circumstances
that give an executive the ability to have more influence in order to unify the state’s elected officials, its residents and the government bureaucracy. For example, during his last gubernatorial tenure Gov. Brown inherited the state’s deepest recession in its history. He was able to inform the electorate about the state’s fiscal challenges and sought their participation and approval on a limited sales tax increase.
Transportation Success On transportation, Gov. Brown
invested time and political capital to make the case for increases in vehicle license fees and taxes on fuel. Unlike the Davis effort, Brown successfully communicated the need, the process
and accountability to the voters for these new revenues. Suffice it to say, during his tenure he successfully restored the public’s trust in its State government and left with an approval rating of 51 percent. Polling by the Public Policy
Institute of California (PPIC) this past June showed that Newsom has 47 percent favorable ratings. While Newsom’s support has remained the same since he assumed office, his unfavorable ratings have doubled since his time in office. It seems previously undecided respondents are moving to the “do not support” column. Given that “no party preference
voters” as of June are now the second largest registrants in the state (25.5 percent) – surpassing Republicans (25.1 percent) for the first time in 2018 – this poses potential challenges to govern.
No Easy Answers While there are no easy answers on
how to manage the most populous state in the union, much can be learned by the Brown experience. Often referred to as the “canoe theory,” Brown brilliantly would row to the “left” and then to the “right” on issues to bring along the electorate. Equally impressive was his ability
to speak clearly and directly to the media and in turn the electorate. Landing his words squarely on those he addressed, Brown would never be mistaken for “slick” or for “double- speak” which is often the sentiment felt by voters after hearing from most politicians. On the contrary, Brown instilled a sense of strong leadership via his straight talk. Equally important, Brown had a strong accounting sense of his political currency and was frugal in his spending of it. California “leaders” should take
note, as there is much to learn from these most recent governors.
