Grove, the first female veteran ever elected to the California Senate. Grove previously served as assemblymember for the 34th


District from 2010


to 2016. She emphasized the need for greater business influence in the legislature as she shared her personal journey as a U.S. Army veteran, business owner and policy maker. Grove related how an unwitting labor code


violation by her temporary staffing company severely impacted her business years ago and strengthened her resolve to try to effect legislative and regulatory change as an elected official. She was one of several speakers who addressed the ramifications of the Dynamex decision on the construction industry, which strictly limited the definition of independent contractors, as well the potential negative consequences of AB 5, a current bill that would codify this state supreme court decision in California. Calling it a “very troublesome” to the gig


economy, Grove said the bill if passed will undoubtedly generate extensive litigation for employers.


Additional Speakers Outline Capitol Programs, More


AGC attendees heard from several other speakers during the two-day summit. Tey


included:  Susan Bransen, executive director of the California Transportation Commission. Bransen discussed SB1 funding and provided a detailed overview of how transportation funding is being dispersed throughout the state. She outlined CTC’s 2018 adoption of the State Highway Operation and Protection Program (SHOPP) that will fund some $18 billion in projects over four years, as well as the more than $3 billion, five-year State
