Strengthened in 2020, AGC’s Labor Relations Team to Expand Services in 2021

new members to its Labor Relations team by adding Southern California Director of Labor Relations Mandy Powers and Labor Contracts and Policy Manager Roger Uy. Powers
D
came to AGC from member firm Walsh Construction, where she managed labor relations for the Crenshaw/ LAX project for five years. Uy is a licensed California attorney who formerly worked as a tax consultant and paralegal. AGC members have already gained
the benefit of Powers’ near encyclo- pedic knowledge of DIR regulations, and she has also been helping members interpret PLA language and effectively resolving grievances. Likewise, Uy has done an excellent job supporting the Union Contractors Council (UCC) by assisting on MLA issues and creating labor compliance documents. With the team in Southern
California joining Northern California Director of Labor Relations Bryan Mathews and Contract Administrator Cassie Rizzio, the Labor Relations team worked through a myriad of issues related to COVID-19 including federal, state, county, and municipal paid sick leave laws, MLA interactions with CDC guidelines, and securing

uring the early days of COVID-19, AGC of California was fortunate to recruit two
memorandums of understanding. Despite all of this, the day-to-day labor relation activities for the AGC of California continued.
2020 Successes in Negotiations and Outreach
In 2020, the Union Contractors Council negotiated three new MLAs with the Operating Engineers Local 3, Northern California Teamsters, and statewide Iron Workers. Te UCC also held eight labor- management meetings in both the North and South with its union partners with the main topic of discussion being ‘Skilled and Trained’ project requirements. Additionally, the
Labor Relations team rolled out its new Labor
Relations “Toolbox Talk” to educate members’ front-line employees on the basics of labor relations and how to navigate an MLA. Multiple presenta- tions were given to UCC members including one where more than 25 individuals ranging from executives to union foremen participated via Zoom, followed by a lively Q&A session.
Expanded Outreach Planned for Year Ahead
In 2021, the Labor Relations
team looks forward to expanding its outreach to members by continuing to provide the Toolbox Talk while also promoting the importance of “Skilled & Trained” certifications to UCC member companies and their tradesman. We will do this through the creation of a new statewide position, the Director of Field Services and Compliance. Te Labor Relations team is happy to announce that Bryan
Mathews will be transitioning into this new role.
In this
position Mathews will be responsible for representing the UCC while strengthening relationships with business agents for AGC’s signatory trades as well as Building Trade Counsels statewide. He will also be a presence on member jobsites and offices offering education and compliance assistance while promoting the AGC and UCC to non-member signatory firms. Bryan’s prior experience in
marketing with the Laborers- Employers Cooperation and Education Trust (LECT) will come into play with this new important position, and we believe this will only strengthen what is already the strongest labor relations team in California.
