of war between unions and employers over policy as it relates to employees and workforce. Rather than focusing on the needs of future workers, predictable battles emerge that focus on union vs non-union work. Te weapons in this battle manifest in legislative proposals that push for harsher penalties, selective enforcement and limits on corporate profits to name just a few. Even more damaging is the


assertion by some labor leaders that there isn’t a shortage of skilled workers. It’s been further alleged that the problem lies with employers in their inability to retain skilled workers – not with the supply of a trained and skilled workforce.


Accountability Almost 60 bills dealing with


apprenticeship were introduced in the


2017-18 session – none of which sought to address some of the challenges facing the future of California’s workforce. Nor was there legislation to deal with the often-reported lack of oversight and accountability in the Apprenticeship Division by the California State Auditor. Specifi- cally, inadequate auditing, untimely complaint resolution and lack of consistent reporting to the Legislature seem to be persistent and perennial issues for the Department. As the fifth largest global economy


and the home of the innovation state, California’s next Governor will have many opportunities to continue to define California as a leading economy. And the first opportunity will lie with their selection of the next DIR Director. Additionally, our next Governor should take note of oppor- tunities like those we create with the Construction Education Foundation.


AGC’s 12 student chapters, schol- arships, and construction career awareness program, are easy to replicate. More difficult will be for the next administration to fend off the old wars and instead focus on the careers of the future. Because of the strong partnership


between employers and the workforce, we at AGC know firsthand that the apprentice model quickly bridges the skills gap.
