Indirect Source Rule for warehousing and distribution facilities that would put the burden on building owners and tenants to reduce emissions from the trucks visiting those facilities. It’s expected to be an impossible task for the property owners. Te rule will be developed over the next two years.
Asbestos Emissions Te SCAQMD has also proposed
a working group to revise rule 1403 Asbestos Emissions for construction activities that may encounter asbestos laden material. Tere may be additional monitoring, testing and reporting requirements for contractors handling these materials. A draft rule is expected in mid-summer.
After years of advocating for a BMP (Best
Management Practices) approach to controlling construction site runoff, the state appears to be heading in that direction.
Te Prop 65 warning sticker that
should be in the driver’s compartment of all your diesel equipment is now out-of-date. New language has been developed by OSHA for a variety of activities and CIAQC will print the new stickers for the contractor associations as soon as the language is approved.
AB 617 Impacts Finally, AB 617 signed by
Governor Jerry Brown will put in place a much more focused air quality monitoring program in communities designated as disadvantaged. It targets stationary sources in poorer commu- nities and could impact construction sites, and construction yards where maintenance, fueling and other activities might create emissions. Tis measure could lead to site-by-

site round-the-clock monitoring rather than the more regional monitoring that is done today. It also gives local community organizations a greater say in which sites should be singled out for special monitoring. Te program is in its infancy and CIAQC will monitor its development closely.
Positive Signs on Water Quality Front
On the water quality front, the

taken a big step forward in becoming a reality with the decision by the Metropolitan Water District to pay up to $10.8 billion of the project cost for the twin tunnels to take water from the north of the delta for southern California. In addition to providing tens of thousands of construction jobs, it will provide a more reliable source of water and allow extra water allocations in wet years without harming the delta fish population.
