Robust State Legislation Agenda on Tap for 2023 Session By David Kent, Senior Vice President


With the 2022 elections in the rearview mirror, the primary focus of MBA’s governmental relations team now turns to what is expected to be a busy 2023 legislative session. Lawmakers will convene Wednesday, Jan. 4, to officially kick off the 102nd General Assembly.


MBA’s government relations team will be advocating for a robust legislative agenda in 2023, including:


• ensuring ATM smash-and-grab crimes are a felony • creating state tax parity between banks and Farm Credit Services on ag real estate and residential homes in rural areas (state-level ECORA)


• updating the Uniform Commercial Code to provide a framework for banks to more safely handle and custody digital assets


• preventing potential class action lawsuits on banks by clarifying state-chartered banks are allowed to use a contiguous state’s law governing credit card programs


And of course, other issues will pop up during session that will require our attention.


MBA staff will be busy the first few weeks of session meeting with lawmakers and new committee members to discuss banking bills and issues affecting the industry. Te House will welcome 48 new members while the Senate welcomes eight. However, six of those eight previously served in the House, so they are not “new” to MBA’s government relations team.


Both the House and Senate will be under new Republican leadership in 2023. Sen. Caleb Rowden, R-Columbia, is the president pro tem, and Sen. Cindy O’Laughlin, R-Shelbina, is the majority floor leader. O’Laughlin is the first female to hold the office in the Missouri Senate’s history. Sen. JJ Rizzo, D-Kansas City, remains minority leader in the Senate.


On the House side, Rep. Dean Plocher, R-St. Louis, is speaker, and Rep. Jon Patterson, R-Lee’s Summit, is the majority floor leader. Rep. Crystal Quade, D-Springfield, retains her position as minority leader in the House.


We are excited to announce a new online portal that allows individuals to sign up for the MBA Target Banker Program. Te portal is set to launch in early January, and details will be provided soon. If you are not aware of the MBA Target Banker Program, this allows you a unique opportunity to meet with your lawmakers at the Missouri State Capitol and discuss issues that are critical to the banking community.


Lastly, we want to welcome Zoie Francisco to the government relations team, who will be serving as an intern throughout the legislative session. She will help coordinate the Target Banker program and assist with various other duties in the Capitol. She currently is attending Truman State University in Kirksville, where she is majoring in political science and international relations and public communications. We are excited to have her on board!
