s Another Step Forward with the Introduction The Carnivals are Real Entertainment Act – or the CARE Act (H.R.


1787) was joined by a Senate Companion Bill on March 21, 2024 when Senators Thom Tillis (R-NC) and Amy Klobuchar (D-MN) joined forces to


introduce the Restoring Industry Development in Entertainment - or the RIDE Act (S. 4040). Once again, your continued efforts in Washington have led to another success – the introduction of a long-term legislative solution in both the House and Senate. While the bills are written slightly differently, they substantively and legislatively accomplish the same exact thing – establishing the P-4 Visa category.


When a grassroots effort succeeds in getting a bill introduced in both the House and the Senate, it provides several key advantages:


Drives the Narrative By having versions of the bill in both chambers of Congress, we are able


to drive the narrative and discussion around the legislation. This allows us to tell our story and highlight the key points we want to emphasize.


Creates Multiple Pathways for Passage With bills in both the House and Senate, there are now two potential


avenues for the legislation to advance and ultimately be passed by Congress.


Allows Coordinated Advocacy The presence of companion bills enables OABA and other stakeholders


to coordinate their efforts, contacting both their House Representative 


campaign. Having the CARE Act and the RIDE Act provides OABA and our members


more control over the legislative process, more routes for the bill to progress, and better opportunities to implement a cohesive advocacy strategy. This can be a major advantage as we work to achieve our legislative objectives.
