GOVERNMENT Inside The Beltway By OABA’s Government Relations Team — HB St rategies 2026: A Compressed Calendar and Critical Year for Engagement A
s we enter 2026, the Outdoor Amusement Business Association (OABA) is preparing for a fast-moving and politically charged year in
Washington, D.C. Midterm election years always bring a compressed congressional schedule and 2026 will be no exception. On average, the U.S. House of Representatives is in session just 130 days in even-numbered years, while the Senate averages 142 days, that’s roughly three weeks fewer than in non-election years. This shorter calendar means less time to legislate, debate,
and negotiate, and even less time for industries like ours to make our voices heard. Adding to that challenge, the 2025 government shutdown cost Congress valuable “work days” last year, leaving behind a backlog of unfinished business that lawmakers will now have to confront in 2026. With slim majorities in both chambers and Republicans holding narrow control, the political stakes will be high. The GOP will feel increasing pressure to deliver tangible wins be- fore voters head to the polls in November. Funding bills for
fiscal year 2027 will be a top priority as they represent one of the most direct opportunities for both parties to cement their policy goals into law. That’s why sustained engagement by the OABA is more im-
portant than ever. When Congress shifts into high gear and major legislation moves quickly, advocates don’t have time to introduce themselves or educate new staff about their pri- orities. Success in these moments depends on relationships, reputation, and readiness built well in advance. OABA’s government relations team continues to maintain
active contact with key committees, offices, and regulatory agencies to ensure that the voice of the outdoor amusement industry remains part of every relevant discussion. As 2026 unfolds, our collective engagement, your outreach, your sto- ries, your presence will be essential for the victories we need. In a compressed year with heightened political tension, being prepared before the moment matters most is what will allow the OABA and its members to protect and advance our industry’s interests when opportunity arises.
