easier. For most of the session, we met every Friday at 3 pm via Zoom to discuss the progress of SB 5011, the bill we requested and helped author, and other proposed legislation. LAC members then determine which proposed bills our Committee will support, oppose, or remain neutral.


A Four Key Components


The LAC has four key components; our lobbyist, attorney members, community association manager members, and homeowner members. ` The LAC relies on our lobbyist, Krystelle Purkey, to be our eyes, ears, and voice in Olympia. Krystelle and her lobbying partner, Kathryn Hedrick, monitor all proposed bills and are our point of communication with legislators and other interest groups. Krystelle is also a key advisor for the LAC as the Committee plans and implements its strategy for the legislative session.


` The attorney members of the LAC provide the legal interpretation of proposed legislation. LAC attorney members spend time reading through bills, flagging sections of concern, redrafting language, and providing the legal expertise needed to understand the impact of proposed legislation.


` Community association managers on the LAC provide expertise in the practical implementation of the bills’ provisions. These managers help determine what is feasible and what is not possible when putting proposed legislation into practice.


` The final component of the LAC is our homeowner members, who are a crucial part of the Committee. Homeowners bring various skills and perspectives to the table. Legislators place a lot of weight on homeowner testimony in bill hearings; they want to hear how proposed legislation affects their constituents. Homeowners provide testimony through

letter-writing, email responses, and in person. We cannot overstate the importance of this role.


Homeowner Members Needed!


The LAC must maintain balance among our attorney, community association manager, and homeowner members. We are looking for more homeowners to join us in representing the WSCAI membership. If you are interested in affecting the policies surrounding association living, consider joining us on the LAC.


There are other ways to contribute. If you are a homeowner who wants to impact legislation in Washington state, if you enjoy writing letters, if you are willing to testify on behalf of the LAC, we want to hear from you! Email LAC@WSCAI.org to be added to the LAC Homeowner Partners list. Please include your first name, last name, community association name, and legislative district in your email.

Finally, the LAC appreciates members of the Law Day Committee who organized the April 2021 Law Day. This event is the primary fundraiser for the LAC; your attendance at Law Day is another excellent way to contribute to the LAC. We appreciate all who attended and extend a special “thank you” to Cameron Hazen, Wenda Mackey, Ann Hart, and Brian Mackey, who donated to the LAC at the event.
