A

Dr. Joseph Crowley, Ohio, was installed as ADA president and Dr. Jeffrey Cole, Delaware, was voted president-elect. The 2017 ADA House considered approximately 70 resolutions. Following is a recap of those that received the most testimony and others I have noted as of interest. Where applicable, a web link is included to direct you to an ADA News report on that resolution. Mem- bers can find more summary information at bit.ly/2yOhwBJ and in the 2017 ADA News Convention Daily at bit.ly/2mcwqM0.

BUDGET, BUSINESS, MEMBERSHIP & ADMINISTRATIVE MATTERS

Constitution and Bylaws Revisions — The ADA House of Delegates approved the Association’s first revisions to its Constitu- tion and Bylaws since the 1940s. A 2014 resolution asked the ADA Council on Eth- ics, Bylaws and Judicial Affairs, assisted by a Bylaws-rewrite task force, to perform a comprehensive review and rewrite of those documents. The intent was to give the ADA, and specifically the House of Delegates, the

FROM TOP: The MDA delegation at the ADPAC recep- tion for contributors. Dr. Robert Butler, St. Louis, was acknowledged for his term ending as Sixth District ADPAC Chair. Dr. Emily Mattingly, MDA delegate from Chillicothe, who also serves on the New Dentist Committee of the Sixth District and of the MDA, testifying on the House floor in favor of the resolution (which passed) that would give voting privileges to new dentist members on ADA councils. Currently, new dentists represent 26% of the ADA mem- bership, but have 3% leadership representation on ADA councils and 2% at the House of Delegates.

s I do in each issue of the Focus following the annual ADA House of Delegates, I wish to begin by express-

capacity to operate more effectively and efficiently for the Association and the patients it serves.

National Association Health Plan — The ADA has been asked to investi- gate the financial and legal possibili- ties of offering a national association health plan for its members and report to the 2018 ADA House of Delegates.

Annual Dues and Find-A-Dentist Cam- paign Funding — The ADA annual dues are $532, which is no increase

from 2017 and with no special assessment for the continuation of the Find-A-Dentist advertising campaign (approved at the 2016 ADA House, for an $18 million, three-year initiative). While the House approved the initiative in 2016, it did not direct the Board how to fund it. For the 2017 campaign, the Board chose to fund the first $6 million from ADA reserves, but in developing the 2018 budget, the Board suggested funding the campaign’s second year through $30 per member assessment (in addition to spend- ing $3 million from reserves for a total of $6 million). This was because the Board is considering several future initiatives that will require extensive financial investment and wanted an assessment so reserve funds are not depleted (total ADA reserves are approxi- mately $80 million; policy requires reserves stay above $65 million or 50% of the ADA yearly expenses). However, the House vote directed the Board to fund the entire $6 mil- lion for the second year of the Find-A-Dentist campaign from reserves.

DENTAL BENEFITS, PRACTICE & RELATED MATTERS

Council on Dental Practice Report: Review of Recommendations for Cone Beam 1 Com- puted Tomography Inspections — Last year MDA member Dr. Prabu Raman authored 87H-2016 (submitted by the Sixth District), which asked the appropriate ADA agencies to review the recommendations for the quality
