1 CONSTRUCTION EDUCATION FRIEND AWARD Miquel “Mick” Penn, Swinerton Troughout his career, Miquel “Mick” Penn has made significant contributions to work- force development and construction edu- cation. He is especially passionate about bringing people into the industry that are underrepresented.

Penn began his career as the program counselor at Mission Hiring Hall assisting clients with job placement and retention. After serving in workforce development and outreach manager roles in several private and public entities, he moved up to his current role as the Northern California Regional Commu- nity Relations Liaison at Swinerton, where he implements the Vendor Diversity Program for its Northern California region operations. He leads STEM-based construction


awareness programs in coordination with Swinerton’s Corporate Social Responsibility team and has been partnering with high school programs throughout Northern Cali- fornia to educate students on potential craft and management careers in construction. Working in partnership with the AGC

Build California Carpenters Apprenticeship programs, the Construction Industry Educa- tion Foundation and Swinerton’s Innovation Group, Penn helps to expose students and their families to cutting-edge applications from virtual reality training headsets, robots, and 3D modeling. He has also been instrumental in advocating for diversity, equity and inclusion (DEI) at Swinerton and with AGC’s DEI efforts.

RESPONSIBILITY (S.I.R) ACHIEVEMENT AWARD Robbie Hunter, State Building and Construction Trades Council of Cali- fornia (retired) As the former head of the State Building and Construction Trades Council of California (SBCTC), Robbie Hunter exemplifies the attri- butes of skill, integrity, and responsibility. He left an incredible legacy and big shoes to fill when he announced his retirement last year.


Elected President of the SBCTC at its 61st


convention in October 2012, Hunter previ- ously served as Executive-Secretary of the Los Angeles/Orange Counties Building and Construction Trades Council. In that role he negotiated agreements that incorporated all affiliated construction trades on individual projects, as well as master agreements with major entities like the Port of Los Angeles, Los Angeles Airport, Los Angeles Unified School District, and Los Angeles Community College District. Hunter is an Ironworker and served as


president of Local 433, Structural Ironwork- ers, the largest Ironworker local union in the United States and Canada. He also served on the District Council of Ironworkers for Cali- fornia and Nevada and as a board member/ apprenticeship instructor/trainer for the Joint Labor Management apprenticeship program in California and Nevada.


3 CONTRACTOR ACHIEVEMENT AWARD Mike Aparicio, Skanska USA Civil, Inc. Serving the California construction industry for over 40 years, Mike Aparicio, Executive Vice President for Skanska USA Civil, Inc. has been earning a reputation as both an unparalleled project operations manager and a strong industry advocate.


Under his leadership, Skanska has com- pleted billions of dollars in projects. Aparicio has repeatedly demonstrated his ability to assemble best-in-class teams and provide customers with best value solutions. Throughout his career, he personally


promoted the hiring of minority, women and local firms and staff. He has worked directly with firms providing advice and support as they grow within the industry. Additionally, he has maintained a constant commitment to worker and public safety. Long a respected leader in the heavy civil


community, Aparicio expanded his role be- yond project delivery to advocate and support the growth of vital infrastructure investments. He collaborated with John Hakel, previously
