LEGISLATIVE ACTION COMMITTEE LEGISLATIVE UPDATE By Brian Butler, Illinois Legislative Action Committee Co-Chair
WHEN IT COMES TO THE LEGISLATIVE CALENDAR, THE YEAR OFTEN STARTS WITH A SPRINT! On January 8th, Members of the 104th General Assembly
were sworn into office. After several years of disruption due to the pandemic, followed by renovations of the Senate chamber, this year feels like a return to some form of normalcy for those elected in Springfield. As with each new legislative session, there is quite a bit of activity with bills being filed early on that could impact community associations and the community association industry.
The CAI Illinois Legislative Action Committee (ILAC) has also been hard at work reviewing these bills and has begun engaging sponsors and other stakeholders as necessary to protect community associations and the community association industry. The Co-Chairs for this year’s ILAC Committee are Brian Butler, President, FirstService Residential Illinois and Pat Costello of Costello, Sury, and Rooney, with many returning committee members including: Marshall Dickler, Nancy D’Andrea, Brian Palm, Rose Jurczewski, Robyn Kish, Karen Pontoriero, Christine Friend, Diane Pagoulatos, Elizabeth Gearon, Cindy Fitts and Julie Cramer.
On February 21st, a panel of attorneys including Gabby Comstock of Keough and Moody, Kerry Bartell of KSN, Nicholas Bartzen of Bartzen Rosenlund and Kasten, and James Stevens of Burke, Warren, MacKay and Serritella convened in a spirited panel at the CAI Illinois Conference and Expo. The panel discussed recently enacted legislation and gave insights into proposed legislation on Reserve Studies currently being reviewed in Springfield. The panel also raised funds for legislative efforts in Springfield and kept the large crowd of attendees entertained.
Following the CAI Expo, the ILAC Committee, Members of the CAI Illinois Chapter Board, and dedicated volunteers traveled to Springfield for their 2025 Lobby Day. This event brings together volunteers from all corners of the industry including homeowner leaders, service providers, attorneys, and community managers. The day was filled with meeting elected officials, discussing legislative initiatives, and most importantly, educating stakeholders as to the unique challenges facing community associations.
ALTHOUGH THE FIRST SIX WEEKS OF THE SESSION HAVE BEEN A SPRINT,
THE ILAC COMMITTEE IS READY FOR THE MARATHON GIVEN THE ACTIVITY THAT’S ALREADY STARTED IN THIS LEGISLATIVE SESSION.
