Quote governing documents in newsletters multiple times a year. Request that everyone familiarize themselves with these documents so that all are aware of the expectations of the neighborhood. Remind homeowners where they can find the community documents and encourage review and regular reference. Be willing to provide hard copies upon request. People will know you mean it when you provide the tools to learn.


Newsletters are not for public humiliation.


Don’t take the easy way out. Use the newsletters as group teaching, not public humiliation. Follow your standard procedure for handling individual infractions.


Tips When Updating Rules


Use revised rules to reset enforcement. Update the rules at least every five years. An update is the perfect opportunity to reset and raise the level of rules enforcement. If you haven’t revised or updated rules in a few years, work with your attorney to do it now, and use the opportunity to springboard a culture change. This is your best chance to prepare everyone for the reset and consistently adhere to the rules enforcement procedure.


Use professionally made signage to help people know what to do and not to do around the community.


Ask for homeowner input for changes or ideas that would improve rules enforcement. Be precise in the language. Vague language is challenging to enforce. Rules like “be nice” or “be considerate” aren’t enforceable.


Put yourself through “what ifs.” What rule(s) would help prevent hypothetical situations that the community would like to avoid?


Be the champions of your community so that everyone is proud to live in your community. The board cannot do it alone and needs the help of everyone who lives in the community. The board works diligently and tirelessly for the benefit of the association. All that is asked in return is support and cooperation from everyone, as each homeowner learns and follows the rules.
