The Cherokee Nation is the federally- recognized government of the Cherokee people. With more than 317,000 citizens, it’s the largest tribal nation in the United States. Its impact on Oklahoma – and surrounding areas – exceeds $1.5 billion annually. Lacey Horn, CPA, has served as treasurer of
the Cherokee Nation in Tahlequah, Oklahoma, since 2011. “My most significant achievement has been
serving my Cherokee people,” Horn said. “I’ve found many ways to generate revenues and decrease expenses, bringing in and saving millions of dollars.” Horn oversees all financial functions for the
tribal government, including the administration of a $750 million annual budget. The Nation received excellence in financial reporting awards from the Government Finance Officers Association (GFOA) for Horn’s work in enhancing disclosure and transparency. “I enjoy speaking to members of Congress on how we put the federal funds we receive to the most efficient and effective use possible,” Horn said. Horn said her most significant community
achievement is serving on the board and audit committee for the Oklahoma Center for Nonprofits. “The board is comprised of representatives from some of Oklahoma’s most important
nonprofits, corporations and tribes,” Horn said. “It’s inspiring to work alongside such outstanding individuals who are committed to the center’s success.” “When the center does its job, everyone
in Oklahoma benefits – either directly or indirectly – as our valuable local nonprofits supply unmet needs or promote worthy causes,” Horn added. “The center has been doing this work for 35 years, and I’m just playing a small part in its long history.” Horn, an OSCPA member for five years,
is a member of the Oil and Gas Committee. Additionally, she is a member of the Healthcare Financial Management Association, the Native American Finance Officers Association (NAFOA), the GFOA and the Association of Government Accountants. She is a 2012 Oklahoma Magazine 40
Under 40 honoree and was awarded Executive of the Year by the NAFOA. Todd Hembree, attorney general of the
Cherokee Nation in Tahlequah, said, “Whether it is helping the Cherokee Nation be good stewards of our people’s financial resources or encouraging young men and women to explore financial careers, Treasurer Horn has shown herself to be a tribal leader that works hard to ensure our tribal future is strong.”
