MDA House of Delegates Recap T
he MDA House of Delegates met November 4-5, 2022 in Jefferson City. The following are summaries of resolutions considered. For complete resolution language, visit
modental.org/ house. Additionally, the MDA has online a House Resolutions Status page listing each of the previous three years’ adopted resolutions with a corresponding status of each, which is updated every six months at
modental.org/ housestatus.
The first three resolutions of each MDA House of Delegates (2022H-1, 2022H-2 and 2022-3) pass administrative items, including approving the agendas for the House; ap- proving any revisions to the House manual; and, approving the previous House years’ minutes.
2022H-4 elected Delegates and Alternates to the 2023 ADA House, including Del- egates: Jay Brown (SW), Louise First (SL), Prabu Raman (KC), Theodore Rechtin (SL), Danielle Riordan (SL), Robert Tait (KC) and Douglas Wyckoff (NW); and Alternates: Drs. Robert Butler (SL), Dominique Harter (SE), Robyn Hayes (SL), Ashley Meyer (SP), Wendy Weimer (KC), Jennifer Wheeler (SL) and Connie White (KC).
2022H-5 elected Action Team Leaders for the 2023 ADA Dentist and Student Lobby Day in Washington, D.C., including House: Michael Hoffmann (SL) 1st District, Cori Bush; Robert Butler (SL) 2nd District, Ann Wagner; Ronald Wilkerson (C) 3rd District, Blaine Luetkemeyer; Emily Mattingly (NW) 4th District, Mark Alford; Aaron Bumann (KC) 5th District, Emanuel Cleaver; Lynne Barbour (NE) 6th District, Sam Graves; Brett Durbin (SP) 7th District, Eric Burlison; Caitlin Rosemann (C) 8th District, Jason Smith; and, Senate: Ronald Wilkerson (C) Josh Hawley; Elwood Rice (C) Eric Schmitt; and, New Dentist Action Team Leader, Kirthi Tata (SL).

This amount included a 1.5 percent increase; a dues increase last occurred in 2019.
2022H-7 suspended the term of MDA offices to allow one year of the component Trustees’ and new dentist committee board member’s term to be extended through the 2024 House of Delegates; it also addressed other adminis- trative matters related to a date change of the MDA House of Delegates. In May 2022 the MDA Board of Trustees adopted a motion di- recting the MDA team to move forward with contractual agreements to hold the MDA House of Delegates in conjunction with the annual continuing education session, Connect4Success, in June 2023. A full report explains the circumstances under which this change was adopted, available at
bit.ly/ mdahousechange. Key considerations fell under the topics of financial, attendee travel and time away; hotel room attrition; MDA staff travel expenses; and, the opportunity to invigorate both meetings.
2022H-8 addressed financial support of ASDA student liaisons from each dental school in Missouri at an amount decided by the Board of Trustees during the annual budgeting process.
2022H-9 addressed Action Team Leader final approval to streamline the election process of these representatives and allow component societies more time to recruit the best possible candidates for the positions, also eliminating a duplication of efforts by the MDA Board of Trustees and House of Delegates.
2022H-10 addressed the MDA adopting a Diversity and Inclusion Policy, similar to the ADA. The ADA has implemented a strate- gic plan dedicated to diversity, equity and inclusion. Adopting a specific MDA diversity, equity and inclusion policy is a first step to becoming a more inclusive organization.
2022H-11 rescinded from Resolution 2013H- 14 “Opposition to the General Supervision of Hygienist to Administer Local Anesthesia” that the MDA policy is “the administra-

tion of local anesthesia by a hygienist shall be allowed only under indirect or direct supervision of a dentist.” This will no longer be an MDA policy. You can view 2013H-14 at
bit.ly/2013H14. The first resolve clause regarding dentist diagnosis still is an MDA policy, stating, “the MDA shall take the posi- tion that only a dentist can diagnose condi- tions and manage complications that occur in and as a result of the practice of dentistry.”
2022H-14 asked the MDA Board of Trust- ees to make a recommendation to the New Dentist Committee on the policy of term limits. The impetus of this resolution was to consider how often committee members turnover to both create additional involve- ment opportunities and promote fresh think- ing and creativity to best serve members.
Resolution 2022-12, which asked that the annual meeting of the MDA House of Delegates be held in the fall each year, was defeated. Resolution 2022-13, which asked the MDA create a membership committee, was withdrawn. For both resolutions, it was referenced the MDA Board of Trustees, at its August meeting, established a Re-Envision- ing Task Force that in 2023, among other topics, will review the format and timing of future House of Delegate meetings, as well as discuss all facets of membership, including recruitment and retention.
