Chuck Mortimer


focuses his law practice on commercial and residential property transactional law and litigation, representing a broad range of clientele. Chuck’s clients include condominium and planned residential community homeowners’ associations, which he represents as both


general and litigation counsel. Chuck is a graduate of Washington State University, and earned a Juris Doctorate with honors from the Seattle University Law School. He is the author of the article “Seven Habits of Highly Effective Boards.”


Kellene Richards, CMCA


contributes the article “Baby Steps: Launching New Community Association Boards.” She is a principle in Park 52 AM. Kellene is a former General Contractor and a current Real Estate Broker. She has insurance licenses for Property, Causality, Life and Disability. Kellene


has served as a Builder Director of BIAW and NAHB, a board member of Olympia Master Builders, Northwest ECO Builders Guild and Thurston Climate Action Team and a committee chair for Olympia Master Builders Built Green of Washington. She served as a volunteer board president for Indian Summer HOA with Ken Eikenberry, former Attorney General.


Vasiliy Stupin, III, CMCA, AMS


brings us “You Were Elected to the Board. Now What?” in this issue. He is CEO and a majority shareholder of VIS Group, Inc, a full- service property management company that specializes in common- interest communities. Vasiliy’s expertise includes financial planning,


community governance and implementing progressive solutions to streamline operations of common-interest communities. In his spare time, he enjoys spending time with his wife and daughters, volunteering at his church and giving back to the local community.
