Building Momentum For Build California, the childcare stipend program is a critical component of a “whole person” approach to workforce development that is only building mo- mentum. It has allowed Build California to provide wraparound supportive ser- vices to eligible individuals statewide, according to Cecilia Palomera, Build California supportive services manager. Palomera brought a background as a lead case manager for nonprofits when she joined Build California in her current role in late 2025. Initially, she was a little unclear how her


work applied to the construction industry. “When I started this position, I asked,
